The Louisiana School Readiness Credit is not unnecessary for filing your state tax return, but it may save you money. Louisiana provides a tax credit to some parents who have children in day care. If that applies to you, that is why you are seeing questions about the form.
You may qualify for the credit if you claimed a Louisiana child care credit and your incurred child care expenses for a qualified dependent under age 6 who attended a child care facility that is participating in the Quality State rating program.
You cannot e-file if you claim this credit because Louisiana requires you to attach Form R-10614, which is available from your day child care facility.
If you do not wish to claim this credit, uncheck any dependents and TurboTax will skip the credit.

It depends on whether your hire your wife and children as independent contractors or employees.
Independent contractors who are issued a Form 1099-NEC (new this year, it used to be 1099-MISC) are not subject to Virginia state unemployment tax because they are non-employees.
However, if you treat your family members as employees of your small business, then they are subject to State Unemployment Insurance (SUI). All employees, including casual labor, temporary labor, part-time labor, summer help and other types of miscellaneous labor, no matter the amount, are subject to SUI, unless excepted by statue.
See Is casual labor reportable for State Unemployment Insurance (SUI)
TurboTax does not handle the filing of state unemployment insurance forms.

You can print individual forms in TurboTax Desktop/CD, but will have to print/preview the entire return in TurboTax Online.
