According to the current IRS guidelines the answer is "Yes". If you file a 2020 tax return as a US citizen with a valid social security number and with income under $75,000 and cannot be claimed on someone else's 2020 tax return, you will be eligible for the Recovery Rebate Credit on your tax return. That credit will be reduced by any payments received in rounds one and/or two. If you didn't receive any payments then you would get the full credit (1200 and 600).

The third round of stimulus payments is separate from your tax return/refund. Once the IRS processes your 2020 tax return they will send the third round stimulus payment (1400) separately. There is nothing to do for that one except file your 2020 return.

In general, though, line 30 is only used to claim Stimulus #1 and #2. Stimulus #3 is issued separately.

What about if I was already put down in 2018 and 2019 as dependent by somebody? They won't put me in their tax for 2020, i'm confused on the part of am I claimable to actually being put down my social as a dependent on a person...? I keep reading about having to do an amendment, but there was no fraud...
If you provide more than half of your own support (taxable or nontaxable spendable income), then you would be considered independent and no one else would be allowed to claim you as a dependent.. If this is the case, then you should file your own tax return and do NOT indicate that someone else claimed you as a dependent.
The point that was being made is that it's not an optional choice, but rather a law on who is eligible to claim you as a dependent. If you meet the qualification above, then no one else can claim you.
And if this is correct, then you should file for your stimulus payments on your 2020 tax return. File a tax return with the new Recovery Rebate Credit Worksheet. This will allow you to reconcile your stimulus payments and receive any additional payment (refund).
In TurboTax Online once your return is open, select Wages & Income (to enter the tax return).
Select Federal Review at the top of the page > Continue to answer the questions for Let's make sure you got the right stimulus amount
TurboTax will then include any stimulus amount due on their 1040 form - either added to their refund or it will reduce the amount due.
There is nothing else to put on your return except your personal information.
