Same issue here. I've been trying to e-file (paying for TT out of my refund, which I selected Direct Deposit for) since Tuesday Jan 27. Tuesday, it refused to let me check out and kept bouncing me pack to Step 1 (choosing how to pay for TT) and today (Wed) it gives me the error message you refer to. This is so ridiculous, and the "expert" chat has been zero help.
It looks like the tech team is aware of this experience and are working to resolve this issue.

Yes, someone from the Help team eventually told me the problem was supposed to be fixed by end-of-day yesterday (Wed) but I just attempted to submit my e-file again this morning at 8am and got the same message.
This is incredibly frustrating and is making me not want to use TurboTax at all.
Some customers are experiencing issues when trying to file and pay with their refund. We are investigating this issue. However, if you would prefer to file now, you can do so by switching to pay your TurboTax fees with a credit card instead of using the pay with my refund option by following these steps.

Are you trying to Pay With Your Refund, or are you paying with a credit card? If using a credit card, here's some things to check:

Yes i have tried all of those things. keeps say Whoops we hit a snag loading data and when i try to use refund it says transfers not available at the moment.
