If I e-file, how do I send a copy of my 1099 R to the IRS, as required ?

If you e-file you do not send any papers to the IRS. It is all done electronically. Why do you think you are supposed to mail it?
You don't need to send a copy of any forms wh3n you efile. The IRS gets it from the efile. It's only if you mail your 1040 tax return to the IRS that you need to include W2 and any 1099 that show withholding on them.
...BUT...make sure you save them in a tax folder for 2022....just in case the IRS has some later questions about it any time in the next 3-to-7 years.
The 1099 R says to send copy B if you have withholding. The 1040 SR does not show withholding. That is why they want you to send a copy of 1099 R. Nowhere does it say that if you e-file you don't need to send copy B.
Line 25b of your form 1040/1040SR shows the total Federal withholding from all 1099 forms.
IF your box 4 withholding from your 1099-R is not included on that line's total amount, then you didn't enter those box 4 $$ on that 1099-R form when you entered it's data, and you need to go back and Edit that 1099-R form.

IF You E-file successfully the IRS DOES NOT want you to mail in your 1099-R form, unless they specifically ask for it at some later date, by sending that request to you on paper...by snail-mail! They simply do not have the staff to process unnecessary and spurious mailings of data. They have enough problems dealing with the manual processing of millions of regular full tax returns that are mailed in.
