Thanks for looking into this. My situation is a bit different than the scenario you mocked up in that I did have coverage for the entire year, but the shared coverage with the member of different tax family was only for Jan to Aug. For the remaining months, Sept to Dec, I was on my own. Due to an unforeseen underestimate of my income, I need to repay most of the premium tax credit that I received for those four months (Sept to Dec). But when I set the allocation for Jan to Aug, it zero's out the entire form and does not include the amount that I need to repay for Sept to Dec. I also noticed a weird glitch. If I set the allocation to 1% rather than 0%, it fills out the form properly (for a 1% allocation) and correctly calculates the amount of the advanced PTC that I need to repay. I also checked other allocation percentages and TT gets those correct also. Only when it sees a 0% does it glitch and zero out the entire form. @MarilynG1 === In the mock up that I did below, assume that my allowed monthly PTC was only $300, so for Sept to Dec I would need to repay 4 x ($800 - $300) = $2000. For Jan to Aug everything should be allocated to the other tax family so I would not have to repay for those months. But setting the allocation to 0% for Jan to Aug causes TT to zero out the form 8962 and incorrectly say that I owe no repayment.

I think I've root caused this issue. I have new 15 year Qualified Improvement Property this year. It is eligible for a 100% federal bonus depreciation under OBBBA, but Minnesota doesn't recognize this. So the treatment is very complex. The new Minnesota State Depreciation Worksheet is designed to handle this, I believe, but it does not pull any "state" values onto the sheet. My asset is listed on this worksheet, and I had to override the "State Cost or Other Basis", which is supposed to be 60% of the "Federal Cost or Other Basis". Then I had to calculate my own "State Depreciation Expense". It seems like Turbotax has all the information needed to do these calculations -- back in the Federal section, there is all sorts of state information listed on the Asset worksheet, but nothing I changed there caused the information to populate onto the "State Depreciation Worksheet". The big question is -- how will this be treated in future years? Will I have to manually manage the state depreciation myself from now until 2040? Will I be alive in 2040? Will any of us? STAY TUNED!

Double check that you assigned the funds correctly.
If the money is FSA and not used, it would be taxable income with no 2441 on your return. I don't believe this is your issue.

A reason that you may not qualify for the credit is because you no longer have a tax liability after other credits are being applied. But just to be sure, follow these steps:
You should have received a document from the provider that gives their name, address, phone number, Employer Identification Number as well as the amount of money you paid for the dependent care. You'll need this information to complete this section.
Go to Deductions and Credits, then click Add/Edit for Dependent Care Credit
Click the pencil icon by the name of your dependent.
The next screen will allow you to enter the amount paid for your 10 year old's care.
Click through screens to get to "Your expenses for care providers" and click + Add provider. This is where you will enter the information of your provider.
Once you do that, TurboTax will let you know the amount of the credit, if you qualify. If you don't qualify, it would be because your tax liability was already at $0 after other credits had been applied. Some credits can be refunded to you without having a tax liability, but the dependent care credit is not one of those types of credits.

A couple reasons it could be saying you need to upgrade…. You might be seeing Form 8959 because the amount of Medicare taxes withheld in W2 box 6 is not exactly 1.45% of the Medicare wages in box 5, due to rounding. Try leaving the cents off of the Medicare tax on your W2 box 6. Box 6 has to be exactly 1.45% of box 5 or less. If it is saying you need Schedule 3 and can't use the Free Edition it might be giving you the retirement savings credit. You can say you are a student to decline the credit. You must answer Yes when asked in the Retirement Savings Contributions Credit section if your were a full-time student. The answer to this same question asked in the personal-information section is not the answer that is used.

An amended return, Form 1040-X, can only be printed and mailed to the IRS if the original tax return was not e-filed. The IRS will take up to 20 weeks or longer to process an amended tax return.
Before starting to amend the tax return, wait for the tax refund to be received or the taxes due to be paid and processed by the IRS.
