If I use turbotax business to create 1099 for contractor how does it get to the irs and contractor? Does turbotax file it withthe irs and send a copy to the contractor?

Turbo Tax efiles it to the IRS.  You have to print a copy to give to your contractor.

You can  prepare  W2s and 1099s by starting a new return, go to FILE - NEW TAX RETURN
On the Work on a Tax Return screen or Welcome to TurboTax screen , scroll down to the bottom and click the blue Prepare W-2/1099 button.

On the next screen, Choose where to prepare your forms, click the Online or Desktop option.

I am filing by mail.  Does Turbotax file the 1096 with the IRS?  I am using Windows 10. I will follow instructions to print the 1099 for my contractor.
