As DoninGA instructed above, if you are sure your return was accepted (if efiled), and the IRS WMR tool says it is "still being processed", and if it's been longer than 21 days, you can try to phone the IRS to see if you can learn anything about the delay. If you are having an economic hardship, you can also speak to the IRS Taxpayer Advocate Service who are especially prone to help if there is economic hardship.
It's not easy to reach a live agent at the IRS, but I'll make some suggestions. I have found that for me it was best to call just before closing time--about 6:50-6:55 PM and quickly go through the steps below. I figured a lot of folks would not call that close to closing, and that if I was one of the last to get into the queue, they would finish off all the people who were in the queue at closing time. I still had to wait about 25 minutes.

When calling the IRS do not choose the first choice re: "Refund", or it will send you to an automated phone line.
If you have no luck reaching the IRS, or don't get satisfactory information, you can try contacting the IRS Taxpayer Advocate Service for your area. They are especially prone to help if you have an economic hardship, or if there have been continued delays with lack of info from the IRS. At the following IRS website, find the USA map and click on your state, and it will give you the number of your IRS Taxpayer Advocate. If the Taxpayer Advocate can't/won't help you, ask them to transfer you to an an IRS agent. A couple of users reported that at least for them, that was a backdoor route to the IRS.

Only the IRS and your State control when and if a Federal or State tax refund is Approved and Issued.
You complete your tax return by finishing all 3 Steps in the File section. In Step 3, to e-file your tax return, you must click on the large button labeled "Transmit my returns now".
After completing the File section and e-filing your tax return you will receive two emails from TurboTax. The first email when your tax return was transmitted and the second email when the tax return has either been accepted or rejected.

Accepted and Approved are totally different IRS functions.

I filed my taxes on the 7th of April, it is now the 4th of May... It was "accepted" same day, and its supposed to be direct deposited into my accpunt... It said the refund will be on its way in 3 weeks, it's already been 4 weeks, and I have not received my refund, not have I gotten any emails, or standard mail on the subject... There was no extras like EICs or anything out of the ordinary, so why is it taking so long..? I bet if I owed money, they'd be raising hell over that fact... WHERE IS MY MONEY!!!?

We filed February 4th…AND we still haven’t gotten ours. Kinda gave up on calling them at this point. Now we’re waiting on this lawsuit of FTC vs. TT. The major bills we wanted to pay with our taxes have now gone to flames on our end so… I can’t say much other than there are over dozens of people asking where there money is…

What information do you learn at the IRS "Where's My Refund" website? You haven't mentioned that tool. Is there any message there?
21 days is an IRS goal, but not a guaranty. Many folks have been waiting 3 months or more.
My refund seems to be screwed up - what can I do??
File a complaint on BBB. Be as detailed as possible. We’ve waited for going on 3 months and BBB got back to us within a day after reviewing our detailed info. TPG has a time limit to respond if not then you will be advised otherwise by BBB. Good luck!
I'm having the same problem and no one is helping me or telling me what's going on. I did my taxes back in February still nothing.

First, check your e-file status to see if your return was accepted:

Once your federal return has been accepted by the IRS, only the IRS has any control. TurboTax does not receive any updates from the IRS. Your ONLY source of information about your refund now is the IRS.
You need your filing status, your Social Security number and the exact amount (line 35a of your 2021 Form 1040) of your federal refund to track your Federal refund:

Contact the BBB (ignore all these lvl 15 wannabe experts). Explain in detail what happened to your refund. It’s a downer but give it 14 days for TPG to contact you. FTC already sued turbo. But that does nothing for the people. Hope this helps you.
