Yes my refund was short by $4,000. Do I need to contact the police? I didn’t know TurboTax was going to use a 3rd party. This is my first time having problems.

Is the amount sent/issued by the IRS the same as the refund amount shown on your federal tax return Form 1040 Line 35a? - https://www.irs.gov/refunds
If not, then go to this IRS website for information on reduced refunds - https://www.irs.gov/taxtopics/tc203
Are you also receiving a state tax refund? If so, the state refund is sent directly to you based on how you chose to receive the state tax refund, it does not go through the third party processor.
Use this TurboTax support FAQ to check the state tax refund status - https://ttlc.intuit.com/questions/1899433-how-do-i-track-my-state-refund
If you requested to have the TurboTax account fees deducted from your federal tax refund, the IRS will send the refund to a third party processor to have the fees and the $40 service charge deducted. The third party processor will deduct the TurboTax fees plus the $40 service charge and then attempt to direct deposit the remaining refund balance into the account that you entered on your tax return.

There has been no offsets by the IRS, all third parties have deducted their fees, and there are no issues with my state refund. Also, there has been no adjustments made by the IRS. Aside from all above, I'm still missing $869 from the amount shown on my 1040.
I also received my payment and noticed it's over $3000 short. Has there been an update or issue with the payment processing? Would appreciate clarification on this.

I will have to agree I don't think I've gotten a state refund for 2yrs now definitely haven't gotten it yet but got my federal
Terbo Tax (TGB) was supposed to charge me $39.00. I was charged $129.00 with no explanation. I didn't get much back as it is without more being taken out.

If you chose to pay your TurboTax fees out of the Federal refund, there is a $40 service fee ($45 for CA) for that option. But that still doesn't explain the rest of your fees. You didn't state what products you used and whether you had any add-ons like a state return, LIVE help, MAX Benefits, etc. You can check your fees this way:
@Dweigel507 Did you do both federal and state? There is a charge for each return plus the Extra $40 Refund Processing Service charge (45 in California). So if you used Deluxe it could have been federal 39 + state 39 + 40(or 45) = 120 or 125 plus sales tax.
i just received mine and it’s nearly $2k short.

I was told if you get your fee deducted from your federal refund TPG rakes out more fees and I was told I didn't read that somewhere I was charged another 177 on top of TurboTax's fees never again use TurboTax
