It's almost a lock you get a letter in the mail very soon informing you they need additional information. Then you're looking at another 6-8 weeks once they receive whatever they ask you to send them. I'd call them now and find out what is going on so you can get started on it ASAP...
Got an e-mail from TurboTax today that since my federal refund has not yet been approved by the IRS that they will be debiting $85.00 from my bank account on 4/3/20 for services provided. Services, mind you, that have not been completely fulfilled. I opted to have the charge for the Deluxe package taken from my refund, so like me, Turbo Tax must be getting antsy about their money. I just passed the two week mark since faxing the IRS the documents they requested. Still no update from the IRS. Probably another 6 weeks or so to go...
Turbo Tax did provide their service. They provide the software so you can file your return either by efile or print and mail. They don't guarantee the IRS will accept or pay your refund within a certain time.
Sorry it's not Turbo Tax fault the IRS hasn't sent your refund yet. But they still need to get paid.
If the IRS doesn't send your refund in a certain amount of time or reduces your refund, Turbo Tax still needs to get paid.
Were the fees supposed to come out of your refund?
Sounds like the IRS is taking too long to send your refund or reduced it. See What if the IRS reduces your refund or delays it.
Then when the IRS does send your refund they won't take the fees out again.
And, Why you got charged,
You should have received about 4 emails asking for the fees. If you don't pay they will debit your account. You had to agree to it.
Same I can't get a live person or anything 🤦🏼♀️

OK, but how do we talk to a live agent over the phone from turbo-tax or is turbo-tax not capable of customer support? It seems so elusive.
