The billing department is located in Mountain Time Zone. Call TurboTax support between 9:00 AM and 4:00 PM Mountain time and ask for help with billing issue. Monday through Friday only. If it is hold on your billing only that department can help.
Try disabling your main internet browsers pop up blocker before getting to the payment page.
The billing address on your credit card and the mailing address on your tax return have to match or you will get an error for paying with a credit card.
If they are not the same then change your mailing address to your billing address. Click on My Info on the left side of the screen. Edit you mailing address and Continue. Go back to the File section to make your payment.
After the payment has been approved, go back to My Info and change the address back to the original.
If you still experience the issue, please call Customer Service and tell them you have a "block payment issues, possibly due to billing or an invalid license" and the agent should be able to help you. Here is how you reach customer service: Turbo Tax Customer Service
The problem was 'eventually' solved by an elongated conversation (1 hour, 39 minutes) with support. Who put the state filing through 'manually'. Further problems when I could not find my individual number for my software, sent me to the resolution department. Hats off to the two individuals that worked so diligently on solving this problem. Just mystified as to what caused it in the first place.
are you kidding me! I work 7 am to 3:30. CST, which is a tight TIGHT gap in the times available. I'm having the same issue and cant get Nebraska Taxes through.

TurboTax Customer Support has a wide range of available hours every day this time of year including evening hours to accommodate folks who work during the day.
Support hours are currently 5AM-9PM Pacific (7AM-11PM CST) every day this time of year.
