Between this and what JD-GT said, I was able to get it to work. Change BOTH Temp and tmp to C:\Temp, and it installed!
This method works. I bought both Premier (download) and Business (CD) and neither will load as you would expect on my Widows 10 fully updated Dell laptop. I followed these instructions and it worked, then I changed everything back to the way it was.
I think the fact that Intuit help keep chiming in with nothing helpful and a knowledgeable tech folks on this chat are able to help the rest of us should be embarrassing to them.

I just had to respond. I want to THANK YOU sooo much for your help with installing Turbotax 2021. I tried everything I could think of to try and get this program to work. Nothing, absolutely nothing!!! Either from the CD or the Download, nothing but silence when I tried to load this software.......... I want to say that I was frustrated, but that simply does not describe my feelings.
Then I found your post. I really did not want to get into my system and perform editing in the environment just to load software, but I decided to give your directions a try.................. OMG!!! It worked immediately and it took me, after hours and hours (2 days), a matter of about 3 minutes to load this software. So I owe you a huge THANK YOU for your help. I sincerely appreciate your post.
Now for Turbotax 2021. THAT IS SIMPLY REDICULOUS THAT INTUIT EXPECTS EVERYONE WANTING TO USE THEIR SOFTWARE TO GO THRU THAT PROCESS. SIMPLY REDICULOUS! After experiencing this software installation, here's wishing Intuit , "Good Luck" with that type of service for your customers...... I'm VERY disappointed with this process!!!

I purchased Deluxe and reached 5 efiles. My daughter then purchased Basic so that she could efile her return. When she went to file the system told her that we were at our 5 limit. I thought maybe something was wrong with the download because we have done this in previous years so I purchased a 3rd copy but got the same results. We uninstalled both the deluxe copy and the other basic copy but I noticed that when she went into the program it still says Deluxe. How can I solve this?
There was no need to purchase another program really. (I assume you're using the CD version you installed on your computer). You can only e-file 5 tax returns per e-mail address. Doesn't matter how many installs your purchase either. After the 5th e-file, you have to print, sign and mail additional returns.
With the CD version you can do a maximum of 5 installations. So if you install it on a 2nd computer and use a different e-mail address when registering it, you can e-file 5 more returns from that 2nd computer.
