I have the same problem today with my 2020 Turbotax Home & Business edition.

March 19 update allowed me to be able to get back to the screen to e-file my state taxes. Still stuck at payment screen. The continue button to go to complete purchase online does not go anywhere. I've cleared cache and cookies. I've restarted TurboTax, I've tried Chrome and Edge. Still can't get this screen to actually go online to pay for the fee. What to try next?

@jhoward1 What do you mean by change your display to 100%?
I changed my resolution to 800x600. Still didn't work. I had to do that to see the activation code screen.
I've maximized my program screen to full screen, that didn't work. Was on a call with TT Tech Support and we couldn't get anything to work to link out to a browser. She was going to run it through to the 'programmers' and I should know something more in 72 hours.

Same place where you change your resolution you can change display to 100%. Mine was set at 125%

Try changing your display percentage to 100%.

I only had an hour at lunch to try and fix this and was on the phone with TT for that hour. I will try your changes to the font sizes and such to 100% to see if that works tonight. I'll reply again once I've tried it.
Thanks! that did the trick. I changed the "size of text, apps, and other items" to 100%. My laptop's default recommendation for this setting is 125%.
Sure enough the page loads the login screen and payment screen. It doesn't actually open up a separate browser. Online payment stays within the TT pop-up window.

Great! We're glad you could then proceed. @jhoward1 is indeed correct. Changing the scaling to 100% often solves a popup window problem of missing or nonfunctioning elements when the lowered screen resolution attempt didn't. Congrats!
