I understand and I’m grateful for the help. But it’s not exactly helpful when the same things are repeated and people aren’t considering the specific situation.
Line 37 and the TurboTax cover sheet are in agreement. Direct deposit was entered. The amount, and only amount, directly debited from my account was the estimated taxes. The amount was only $7 different so it wasn’t noticed.
One possible consideration is that I used the downloaded TurboTax because I file in multiple states and my firm (one of the Big 4) has a negotiated rate with Turbo Tax.
Ok now we're getting closer. You answered some of our questions. But why do you think it was the 1040ES estimate amount taken out of your bank account? Was it more or less than line 37? The IRS may have adjusted your return or changed the penalty on 1040 line 38 (that is also called an "estimated tax penalty". Exactly what did the notice from the IRS say?

If you are not using a free version of TurboTax, then you should be able to get phone support:

The probability that this is a TurboTax (programming) issue is virtually nil. Regardless, you can always send a diagnostic file to TurboTax for evaluation.

Again, as others have suggested, if you are firmly convinced that the payment made was for estimated taxes for the 2023 tax year, you should call the IRS since there could be an error on their end.
is it possible that the amount due on Line 37 and the estimated late payment penalty on line 38 were coincidentially the same as the estimated coupons that TT created?
1) Did you review your transcript at the IRS web site?
2) for 2022, does the amount debited fcrom your bank account match what is posted on the transcript?
3) for 2023, can you see the payment posted as an estimate for the 2023 tax year on your 2023 tax transcript at the IRS website? .
I appreciate a number of us are pushing you quite hard but that is because we'd rather all the facts align before you go on a wild goose chase with the IRS. One of the benefits of technology is it does the same task over and over again without variation; it's the humans that cause the variation. It is quite unlikely there is a computer error here (because no human should have touched the transaction as it was sent to the IRS from TT). so let's be sure there isn't a misunderstanding of the facts first.
One more time:
please confirm that what is on Line 37 plus Line 38 matches what was debited from your bank account. And please confirm that the number that was debited was posted to your 2022 tax transcript at the IRS website and NOT the 2023 tax transcript at the same website.
Thanks @tagteam. It is exactly as I described so I can see no possible explanation other than an issue with Turbo Tax or IRS. I know it is the estimated payment because it is the exact amount and exact date.
Y’all, no matter how many times you ask the answer is the same - the amount on the 1040 is correct. There are no confounding factors. You keep asking the same questions and trying to say that that which has happened has not.

Please log into your IRS account and review the actual payments accepted/made on your account.

What was the date? When did you file? If it was for estimated payments the dates are 4/18/23, 6/15/23, 9/15/23 and 1/16/24. So what was paid? The April 18 or June 15 payment?

Until you confirm you have done that (which nothing in this thread indicates you have) and what it states, NOTHING we can do can help you. It's just a waste of everyone's time.
1) was the debit from your bank account a credit on the 2022 transcript?
2) is there a credit sitting on the 2023 transcript?
if the answer to 1) is "yes" and the answer to 2) is "no", then what is the issue?
There is a credit for the estimated payment and an overdue bill for 2022. Exactly as I have stated. Again.

TurboTax, as has been stated, cannot be used for payments of estimated tax other than a scenario where you print out a voucher from within the program and sent a check to the IRS (i.e., no direct debit of estimated tax).
If you did not make an estimated tax payment (in any way shape or form) then, from what you described, the IRS could have misapplied the payment. You really should contact the IRS.
May I suggest you take your issue to a local tax pro where you both can look at the information at the same time as this back and forth situation on this public forum is not doing anything productive.
Thanks @tagteam , that’s the insight I was looking for. Given my initial understanding the problem has to lie with either TurboTax or the IRS. I was inclined to exclude Turbo Tax first as I thought this would be the easier to sort.

Hey all....have been following this wondering what's up...then something clicked.
This was an issue a couple months ago for several other taxpayers....though there was only one who followed it thru far enough to find out what happened.
One of them went thru painful steps...but since they had purchased Audit Defense.....they followed it thru that way, and it was found that they had their 2022 payment applied to 2023 estimated taxes too.
Myself, I'm pretty sure it's a foul-up at the IRS end...maybe a glitch at one of their processing servers, (or perhaps if they pull a random few for manual review....maybe a human messed up at that point?):

Here's one where it wasn't tracked down, but one reply noted that there were a few similar posts (i.e. I wonder if they too, eventually found their payment was mis-applied to 2023 estimated taxes instead, or maybe just paid and moved on without finding what happened):
