The probability that this is a TurboTax (programming) issue is virtually nil. Regardless, you can always send a diagnostic file to TurboTax for evaluation.

Again, as others have suggested, if you are firmly convinced that the payment made was for estimated taxes for the 2023 tax year, you should call the IRS since there could be an error on their end.
