It's been 4 weeks almost and still haven't gotten my refund. The statues just say printed and when I called turbo tax to see when I will be receiving my return it says no information. I am so confused.

Return status Printed means you did not e-file your tax return. For some reason, you marked it complete and set it to print and mail. If you have not printed and mailed it, it is not filed yet.
If you intended to e-file your tax return, you will need to log back into your account and change that.
Your tax return may contain an error that is preventing you from e-filing, or you may have a form that was not yet approved for e-file.
This is how to change it in TurboTax Online:
If you get an error message that you don't understand, post your error message in Community and we will help you. If it is related to your state return, be sure to mention the name of your state.
If you printed your return and mailed it in, Turbo-Tax will not have updated status for you. Turbo-Tax only has status updates for e-filed returns. It does take longer to get a refund if you mail in your return.
If you did not print your return to mail in, you need to change the method of filing to e-file, and follow the directions to e-file. You will get a confirmation almost immediately via text or email (or both) stating your return has been e-filed. Then, within 48 hours, you will receive an update stating if the IRS has accepted or rejected your return.

I have followed the steps of "how to change it in TurboTax Online" that you are given. However, it doesn't show "Add a State" in the third step.
May I know is there anything I can do to fix my Refund Status from Printed to e-file?
I finished everything and pressed file and paid for the service, but it still says Printed. It said that i cannot efile, but that Turbotax will help me send it. I am wondering if you guys are going to send it, or do I have to send it? If I have to send it, then what did I pay $160 for?

You paid to use tax preparation software instead of sitting down with paper forms, a calculator and a 108 page IRS instruction book. The fee is the same whether you e-file it or mail it.
“Ready to mail”or “Printed” means that your tax return has not been filed. Either you could not e-file for some reason , or you chose to file by mail. OR if you really did already mail your return, the software does not have any way to know that you put your return in an envelope and took it to a mailbox, so it will always say “ready to mail” in your online account.
TurboTax does not mail your return for you. You have to print it, sign it, and mail it yourself. When you mail a tax return, you need to sign it where it says "Sign Here" and write in the date you signed it by the word "Date". Attach copies of your W-2 and any other documents that show taxes withheld to the left side of the papers where it says "Attach Forms..."
When you print your return, it will print with filing instructions that tell you where to mail it. Pay careful attention to the address you mail your return to —federal and state returns do not get mailed to the same place.
It is not required, but is a good idea, to use a mailing service that will track your return or provide you with a receipt showing that the IRS got it--such as Fedex, UPS, or certified mail. It will take about 4 weeks and then you can track the status of your return at the IRS website.

TurboTax does not mail it for you, so hopefully, you physically printed, signed, and mailed your return. The Tax Home of your account will always say "Ready to mail" for the return status. TurboTax does not get any feedback from the IRS about whether your mailed return was received, so your account has no way to even know if you actually mailed it or not. Only you will know if you physically mailed it. Normally when mailing tax papers to a tax agency, it's a good idea to mail with a method that has tracking such as Priority Mail, certified mail, etc.
If you mailed 7 weeks ago, then you mailed yours right in the depths of the IRS manual processing shutdown due to the Coronavirus. The IRS has not been processing mailed paper returns the last few weeks. They may have recently started processing some again, but will have a huge backlog and have limited staffing. The IRS website has told people NOT to file a second return.
For right now, just keep watching the IRS "Where's My Refund" tool every few days such as once or twice a week. At some point it should be logged into their system and start to show up in that tool.
So what happens if I mailed it in on February, IRS has no status on it, and come to find out after May 17th that maybe it didn't even arrive.

You will be consider to have filed late. @Erirhoskins - You should file an extension just in case. The late filing penalty is steep. If you are expecting a refund, it is not a huge deal, but if you owe tax, be sure to pay it by 05/17/21.
