I filed my kids taxes last year (TY2019) as they were both under 16 and TurboTax correctly stated they need to be mailed.
So this year (TY2020) they are both still under 16 and should not have to be mailed (it's no longer their first time).
But I still get IND-674-01 which should only be for under 16 and first time. Turbotax is either erroneously requiring a PIN for them or making me put in last year's AGI.

Already confirmed the correct DOB is in place at the IRS for my kids so once again dealing with Intuit employees telling me lies.
Please see this site for the Business Rule IND-674-01. Once you open this pdf, you can search it (ctrl F) for IND-674. You will find the instructions on how to resolve this rejection code.

I tried one more time today:
1. 2019 was first time filing (mailed in); 2020 is not first time. I did use TurboTax for my kids last year.
2. Still under 16
3. Put in AGI from 2019 (double-checked)
4. Doesn't have a driver's license (but no Alabama or New York filings)
Within 20 minutes of e-filing I get IND-674-01 which is not appropriate for this criteria. It's for <16 who have never filed. Does TurboTax require that the 2020 return has pre-imported the 2019 return to flag as not first time filer? Or is this solely the IRS knowledge?
I paid money to e-file state of NJ and now will have to mail it in which is not just an additional cost (as USPS will lose it if I don't pay for return receipt and certified mail), but Intuit won't let anyone get a refund for e-filing even if they provide an error code that doesn't match the scenario.

IND-674 is only for those e-filings of <16 age and first time filers. It suggest to not let the person put in a 5-digit pin by error handling but it's required in TurboTax.
My daughter's return keeps getting this:
1. She's < 16 but not first time filing. Even TurboTax shows me her 2 year history
2. AGI and birthdate are correct; no name change. Triple checked all of this.
I'm extremely unhappy with paying a filing fee then being told the only recourse is to print and mail.

That error code is from the IRS not TurboTax. The IRS is making the error since the child filed a 2019 tax return they should be able to e-file the 2020 tax return.

That might be from the IRS, but it Intuit is acting as the ERO and transmitter here.
If the return is taken to H&R or another, and it files, then it's not about the content of the tax return; it's how Intuit is transmitting it, plain and simple.
I'll do that and let post if it's accepted when a different ERO and transmitter process it. Then you can explain why if it's the IRS, only when TurboTax send it in does it get a flag.
H&R Block got it e-filed no problem
They said they get a good number of TurboTax customers here for their children.
Now, this is the final year I will use TurboTax because Intuit does not stand behind their product; they just point to useless FAQs, pdfs, etc or assume what didn't occur:
1. Fact: My daughter is < 16
2. Fact: We used TurboTax last year to do her taxes and correctly had to print and mail (1st time filing)
3. Fact: She is marked in 2020 as a dependent on another return that has filed (mine, parent)
4. Fact: No misspellings of name, middle initial, SSN etc
5. Fact: Tried AGI's of last year, 0, and blank all failed.
Thus it's now proven that TurboTax, not the IRS is responsible.
The IRS might not have finished processing her 2019 return yet (See below), which may be why they think her 2020 return is her first one.

Our 2019 taxes were filed ontime and accepted by all entities (Fed, NJ, and NY).
I even checked our transcript online at the IRS and it's fine.
It's your software, not the IRS that transforms our returns to XML and puts in headers and even the reject code reasons say to remove something from the header.
