My 2020 return has been processed. I have the printed transcripts in my hand. As for "If you used the Non-Filers tool in 2021 to register for an advance Child Tax Credit payment or third Economic Impact Payment in 2021, enter $1 as your prior year AGI. " I have done neither of the situations you have suggested. Fact is, this is the second year this has happened to me. For tax year 2019 I screwed around with Turbo Tax long enough to be late. It cost me over $800.00 dollars in late fees. I ultimately printed out the tax form that Turbotax generated (ver batim) and mailed it in. It was accepted. I am now trying to get my penalty and interest refunded. Bottom line I came into this year expecting an issue and there it was. So, I tried both senarios My agi=spouse agi=rejection. My agi (not equal) to spouses (spouses =0) = rejected by IRS. This is an issue Turbotax must fix. I am not alone in this. The number of query's on the web is incalculable.

Sorry you had trouble. That happens to a lot of folks especially this year because of long delays at the IRS last year. TurboTax does not do the AGI matching. It is the IRS that rejected your efile attempts, not TurboTax.
You mentioned 2019 and 2020 above, so I can't tell with certainty if you already mailed your 2021 return or not. But if you haven't, there is another possible way to try to efile that I'll mention below. If you already mailed, then the following will be moot.
If the 2020 return was a joint return, the first attempt should be using the same total 2020 AGI for both filers.
You did that, but I don't know what rejection error code you received. If it said the "spouse" AGI was wrong, then I would have tried with total AGI for the primary filer and an AGI of 0 for the secondary filer. It sounds like you tried both of those without success.
At that point, the following is what I would have then suggested. There's another scenario you didn't mention trying, and that would have been to use an AGI of 0 for both of you. Maybe you already tried that. I don't know; it wasn't mentioned above. You only mentioned you tried 2 things. If you haven't yet mailed the return, I'd try another efile attempt using a 2020 AGI of 0 for both of you.
The transcript is not necessarily helpful in knowing who has to use an AGI of 0 or not. The IRS system uses its efile database to match the returns. It depends on when the IRS actually processed the return, and the critical date each year has typically been that the return has to have been processed by the end of November. Those who returns weren't finished processing by the end of November are very commonly not in the IRS efile database. And even in some cases for returns finished processing prior to then, sometimes for some unexplained reason the IRS efile database doesn't always match But in general, folks whose 2020 returns were not finished processing by the end of November 2021 are the main ones who have to use an AGI of 0, even if it currently shows in their transcript. In any case, before giving up I would always try all three possibilities, the 2 you already tried and a third attempt using an AGI of 0 for both of you. Again, I realize it's moot now if you already mailed the return.

For AGI rejections, there is a third possible way to try to efile. I explained all that in my detailed answer to your other comment in this thread (see link below). In short, if you haven't already mailed the return, you could try using a 2020 AGI of 0 for each of you. I'd at least try that before giving up.

I will enter $0 for my AGI (see, once again you fail to qualify the the crux of the situatiuon, If I enter $0 for my AGI what do I enter for my spouses AGI??) Your answers are incomplete. You speak from a position of knowledge to a clientel that unfortunatley NEEDS you to communicate to us.... we are in a a position of ignorance. We don't know. That's why your here. So, If my tax return is rejected I will submit with an entry of $1 for my AGI and 1$ for my Spouse. So The following are the possibilities available:

Spouse AGI=0, My AGI + $(Amount)

I clearly said in both of my comments to you today, that the third method is to use the 2020 AGI of 0 for each of you, which is what you said you have now done. That may or may not work. You'll just have to wait and see. But it was something to try.
I don't work for TurboTax. I'm a long-time user and a forum volunteer helper for many years. This is a user community forum, and our purpose here is to try to help other users, so that's why I mentioned the third possibility of using a 2020 AGI of 0 for both of you before giving up. This is a common issue every year, but more so this year due to long delays at the IRS last year due to the Pandemic.
In both of my recent comments I suggested that third possible method of using a 2020 AGI of 0 for both of you (AGI of 0 for you and AGI of 0 for the spouse.) It sounds like you have now done that according to your last sentence above. If it also rejects, then I have no other possibility to suggest, but at that point you will have at least tried all the possibilities that apply to your situation .
I made no suggestion at all about using $1. That doesn't fit your scenario. The only thing I suggested was to now try the AGI of 0 for both of you.
The $1 thing mentioned by Champ @DoninGA is only for folks who used the Non-Filers Tool to get an advanced Child Tax Credit or Stimulus 3 payment. That should have nothing to do with you in the scenario you've painted.
OK. I just recieved an email saying my Federal return was accepted. I entered $0 for myself and $0 for my spouse. Making progress. I don't understand the "why" of it or if there is any logic at all. I'm just told it was accepted. However, there is no feedback on the status of my state return........

Great news! I'm glad my suggestion to use that method for both of you was of benefit. As I said previously, that sometimes happens for unexplained reasons, but most commonly because a delay past November 2021 in processing the 2020 return.
The state acceptance/rejection always lags behind. The state's tax agency has to receive word of the Federal's acceptance first. It may be a few hours or even longer. Some states may be faster than others.
Update: My state return has been accepted as well. In the end you did stay with me through the ordeal so...Thank You!. The maddening part of all of this is when my spouse does not work and hasn't had a single source of income in over a decade can she have an AGI of anything but zero? Since I ended up using zero for each of us to get my return accepted then there is certainly something wrong at the IRS level. I say this because the supposed reason for entering zero is that the return for 2020 has not been processed. But I am certain it has. The reason I am certain is that I suffered this same senario for my 2020 return. I struggled with the AGI insanity until the clock struck 12 and I missed the timeline. So I mailed my return instead. For tax year 2020 we all had a time extention because of Covid. I mailed my return on 5/18/2021. The IRS acknowleded reciept of my return on 6/15/2021 (and cashed my check). However, they didn't process my retun until August 2021. That is the period of time used by the IRS to assess my penalty and interest. Which I promptly paid. So my return had been processed before November. I spoke directly to the IRS about my penalty. The person I spoke with was in the audit/collection department. He told me to create an IRS logon where I could view my transcripts. HE said " when you view your transcripts you will be seeing exactly what we see". My point being that the November connection for the need to enter zero as an AGI (although it works) doesn't correlate to my experience and adds to the confusion that we, the users, experience when we painfully try to be logical and understand the reason we make the entries we do.
So, this years experience has taught me that if the AGI is the reason your return is rejected try the following:
First submittal:Use the default suggestions in Turbotax for yours and your spouses AGI.
2nd Submittal: Leave yours unchanged and use zero for your spouse.
3rd submittal: Use zero for both yourself and your spouse.
It's easier and faster to just go through the motions than it is to try to make sense of iit all.
I suggest that Turbotax and the IRS together develop a system like Paypal has. Where the taxpayer has an account/logon with the IRS. Turbotax hands off the taxpayer to the IRS website for identity verification. The IRS website hands the taxpayer back to Turbotax with verification in hand and then the taxpayer can submit their return. The taxpayer doesn't have to drag out year old tax returns to doublecheck his/her AGI. And what about the PIN number?? Wasn't that supposed to be our verification?? After all these years (decades!) Turbotax and the IRS should be symbiotic. Please fix this.
Nothing worked to fix it. Tried twice following instructions. Got an email about it today with a video embedded offering the same unhelpful advice. Printed out form, will mail and wait months for large refund instead of 21 days. TurboTax needs to get serious about this error.
Mine too. And we have filed joint for 8 years. It says his is right but says mine is wrong. I read out 0. I guess I'll see if it works
