Thanks for this post, EpicGlitch. You led me to the problem that was keeping me from being able to eFile my NY tax return. In Box 14 I didn't need to change IRC414H to 414HNOT. In the drop-down, I just needed to change from "Tax Exempt" to "Subject to NY Tax" and that did the trick. 👍
Guys I had the same issue they wanted me file ny tax by mail, listen the problem is BOX14 go back and check it weather it's exempt or not exempt thats we're the problem is they also ask if g is a government job I said yes now start over ny state tax that's how I got mine to say efile I have spent hour on the phone with turbo and they didn't help now I can efil my state I don't know much about tax but I read people comment for help turbo u have to do better to help customers thanks ozmandeus

Go back and Edit your W-2. When you get back into the form entry, it's about half way down the page.

That did it for me. In the W2 I had something listed as "Other" in Box 14, once that was changed, I was able to E-File through NYS. What a joke Turbo tax can't figure this out. As mentioned above, NYS does require E-Filing when using Turbo Tax Software.
Yes i struggled for about 2 hours with this one. The answer is the drop down box in line 14 of your W-2.
Change it to taxable.
It will cost you a few bucks , i lost 19 lol but i could then e-file.
I am disappointed that turbo tax could not figure this one out. I have been using it for around 10 years or so.

I did NY non-resident taxes about a month after I filed Federal. I get the message: E-file requires federal return. to e-file you must also select the federal return. Click Back to select federal and any other returns you'd like to file. this seems like a bug to me. thanks, Mike
Although NY does have an e-file mandate, you cannot e-file a NY return independently of the Federal return. This is universal to all states, even in states where there is no mandate. NY does have a way for you to input the information onto electronic forms on their website Enhanced Form IT-203, Nonresident and Part-Year Resident Income Tax Return.
However, if this option is not viable, you still may mail-in your NY return. They may likely send you a letter, but you will be able to explain that you were unable to e-file the NY return because you mailed in your Federal Return. There is no longer a penalty for not e-filing a NY return.
TurboTax/Intuit - this needs either step by step instructions from you on how to address this or a bug fix in the software.

@MBaxter In this Community forum we have a limited capacity for Customer Service. The link I provided in my last post directs to the NY Nonresident Return. As I mentioned previously, it is not possible to e-file a NY (or any state's) return without also e-filing the Federal return. This is not a bug, but a disallowed action. Your options are either to mail in the return, or follow the steps suggested in the previous post. Daniel - thanks. I have e-filed both Federal and Illinois returns - about a month ago. this is a problem only w/ NY e-file for a non-resident.
