Good for you but does not appear to address my problem. I even tried filing only federal, did not work.
I am glad some have found workarounds, Intuit needs to fix this soon for all Mac users!
If you have trouble downloading your TurboTax for Mac federal or state programs, follow all of the following steps, and then try downloading again after completing each one.
See these articles if you just need to find your Mac download or need help downloading your software.
Using wireless?
If your wireless connection is interrupted or isn't working, you won't be able to successfully e-file, update, and/or download TurboTax.
For this reason, we recommend using a wired, broadband connection with your TurboTax CD/Download software.
Here's a few things you can do if you're having problems e-filing, updating, or downloading TurboTax on a wireless connection:

Same problem on 2019 return. Used TurboTax Premier CD. Would not e-file. After 3 phone calls and no solution, a 4th customer service rep solved the problem. First, he had me uninstall the CD TurboTax app from my Mac Book Pro and then download new TurboTax Premier software for MAC from the TurboTax/Intuit website. The new software immediately downloaded updates. I then
e-filed without a problem. I was not charged for the downloaded Premier software. The customer service rep tried EVERYTHING (2+ hours on phone) before replacing the CD with the downloaded Premier.
Solution: Replace CD app with app downloaded from TurboTax/Intuit website. I hope you don't have to spend hours on the phone before reaching that final step which works.
Same problem here for over 2 weeks. I cannot believe that this issue has not been fixed....very frustrating. Will be hard to go back to TurboTax next year.
Here is some information that may help:

This fix worked for me: on the Turbotax Menu click on "Turbotax" in the upper far left, then hold down the "option" button on your Mac keyboard. When you hold the "option" button it will change the "check for updates" to read "download latest updates". While continuing to hold down the "option" button click on "download latest updates". Once it updates the software you should be able to e-file. Hope that helps as it worked for me.
I had same issue with 2019 Premier desktop for Mac -- clicked e-File and program bombed, but I still got charged. Called Help: Uninstall. Did that abut only the main app file. Re-downloaded, opened program, tried to file again and same issue. Program asked for a Mac "Developer Tool" to be installed. Didn't. Bombed again. Now program won't open at all. What good is a proprietary TT data file that won't open to print or e-file?
@nwgtax Please see the link below for the minimum system requirements for TurboTax 2016 through 2019 software for Mac Basic, Deluxe, Premier, and Home Business editions. This could possibly be the issue.

@enrobsog That works for me, Thanks
TL;DR: Follow the Mac manual uninstall steps. Contact tech support and ask for a download version of your CD version. If needed, ask for a manual download version of your state version. Install TurboTax and update. If needed, quit TurboTax and manually install your state version. Start TurboTax and, hopefully, efile.
My setup: TurboTax Deluxe 2019 CD with Arkansas state with all "check for updates" updates installed on Mac OS 10.14.6.
Issue: When efiling federal and state, would not validate. Error message indicated there is an update that is required but "check for updates" says all updates installed.
Troubleshooting attempt # 1: using the "forced" check for updates by holding down the shift key when checking. Installed the forced updated. Quit TurboTax. Started TurboTax and attempted to efile again. Same error message.
Troubleshooting attempt # 2: followed the Mac TurboTax manual uninstall instructions from https://ttlc.intuit.com/community/tax-topics/help/state-loop-indicates-turbotax-is-up-to-date-after-... and reinstalled from CD. Forced update. Attempted to efile again. Same error message again.
Troubleshooting attempt # 3: contacted TurboTax tech support. The tech providing me with a download of TurboTax Deluxe in my Intuit download account. The tech didn't prompt me to run through the Mac manual uninstall instructions. Attempted to efile again. Same error message again.
Troubleshooting attempt # 4: TurboTax tech provided me with a download of my state tax file in my Intuit download account. Manually installed my state. Attempted to efile again. Same error message again.
Troubleshooting attempt # 5: Did the Mac manual uninstall steps, reinstalled from the main TurboTax download file. Let it update on first run. When it opened my 2019 file, it detected that my state was not installed. Quit TurboTax. Manually installed my state tax file from the download. Attempted to efile again. SUCCESS!
I'm in the same boat, several months after this was originally reported. Has this been fixed? Or is the "best answer," which says to follow a link that no longer works and sign up for an email notification when it's fixed still the best answer?

It has actually been several *years* since the original question was asked. This is an *old* thread that was migrated from the old "Answer Exchange" on 6/4/2019 that is not the actual date of the post which was probably 2016.
So I have no idea what problem that you are referring to.
It would be much better if you would just ask a new question rather that add to this long and out of date threads.
Use the "ask a question" button on the link below and please supply the details so you can get an answer.

This solution to the Fail to transmit returns problem works! Also retype email address and phone number in the boxes in the filing section of the program and ensure that the text is not highlighted. I know....strange but it works!
Just FYI, still not resolved. I tried to file today, followed the instructions to check updates, installed the update, and still can't file. What a waste of time. Now it's not even letting me go to the Check Updates, or even save my file.
