That link is referencing a different code than The OP has asked about. I am also having this problem. I have double-checked that all SS#'s, DOB and Names spellings. There is no indication of which dependent is incorrect just that one is.
Persons on a tax return are verified against what is on file with Social Security. Sometime people have two middle names or two last names. You can try a different combination if this is the case. Sometimes Social Security may only use one of the last names or may think part of the middle name is part of a last name. Also verify you are using the right social security number and the correct date of birth.
Unfortunately, we have not control over the IRS accepting or rejecting returns and sometimes there is a situation beyond your control that prevents your return from being e-filed. Without a match to the IRS system, your only option would be to print and mail in your return.

There are no e-file fees using the TurboTax online editions, federal or state. The TurboTax account fees are for the use of the software to assist in completing a tax return. The account fees are the same whether a tax return is e-filed or printed for mailing. The account fees have to be paid before you can print the tax return for mailing.
