So I'll assume you are referring to the 6-digit IP PIN provided by the IRS to certain victims of ID theft, although people can also opt-in to the program.
First of all, what all are you doing now in regard to a 2019 return?
When did you file the 2019 return? Did you file it last year in calendar year 2020, or are you just now filing a late 2019 return currently?
An IP PIN is based on a calendar year--not a tax year. If you are just now filing the 2019 return, then any return filed in calendar year 2021 that requires an IP PIN needs a 2021 IP PIN--regardless of what tax year you are filing.
Also, a 2019 return cannot be prepared in Online TurboTax (which is for 2020 returns only), and cannot be efiled. At this point in time it has to be prepared in 2019 desktop software (CD/download) and printed, signed, dated, and mailed.
We can tell you more once you explain your situation in enough detail that we understand what all you are doing.

How do I find my five digit code I made 2019
E file ask me for my five digit PIN I created last year to confirm my identity but I forgot what it was

When you verify your return for efiling, you have a choice of using the prior-year AGI method or the prior-year Self-Select PIN method.
You don't need the 5-digit prior-year Self-Select PIN if you verify your efile with the 2019 AGI using the 2019 AGI field. Most people don't verify with the prior-year PIN, but use the more common 2019 AGI method instead.
In either case, on another screen the program will also ask you to choose a new Self-Select PIN (it will say any 5 digits of your choosing, so someone can use the same one, if they know it and want to.) It is on a page called Signature ID that also has you verify your birth date and today's date. That new Self-Select PIN you choose can be used next year (if you save it) when you efile your 2021 return instead of the prior-year AGI, if desired.
That being said, there is a way to get the 2019 Self-Select PIN if you have or can download a PDF copy of your 2019 return with all the worksheets. It is on a page called "Federal Information Worksheet" and located down near the bottom.

Do you have a copy of your 2019 return? If so, the 2019 AGI is on the Form 1040, Line 8b. If you can't find your 2019 return, we can help you find it if you used Online TurboTax. Otherwise, you can download a free 2019 tax return transcript at the IRS website or order one to come by mail.

i need to file my taxes this year
I couldn't file my taxes because i didn't have my AGI pin number
Where do I find my AGI?
https://ttlc.intuit.com/community/agi/help/how-do-i-find-last-year-s-agi/01/25947
Your 2019 tax return shows your 2019 Adjusted Gross Income (AGI) If you filed a joint return then the AGI is the same for each of you.
Form 1040 line 8b
If you are using the same TT account that you used last year, you should also be able to find this number in your Tax Home for 2019
If entering the amount from your 2019 tax return does not work, then try entering “0” instead. If that does not work and you still cannot e-file, then print, sign, and mail your tax return.
You can get a free transcript of your past return from the IRS:
https://www.irs.gov/individuals/get-transcript
Note: If you filed late or amended your return, your correct 2019 AGI may not be in the system.
https://ttlc.intuit.com/questions/1944348-how-do-i-print-and-mail-my-return-in-turbotax-online
Note: If you mail your federal return, you will also need to mail your state return. You will not be able to e-file your state return.
https://ttlc.intuit.com/questions/1944348-how-do-i-print-and-mail-my-return-in-turbotax-online
it is a good idea to use a mailing service that will track it like UPS or certified mail. Then you will know the IRS received it.
If you used the wrong AGI, your e-file be rejected. When you get the rejection notice, correct it and re-file.

Go to this IRS website for free federal tax return transcripts - https://www.irs.gov/individuals/get-transcript
For a fee of $43 you can get a complete federal tax return from the IRS by completing Form 4506 - http://www.irs.gov/pub/irs-pdf/f4506.pdf
If you cannot locate the 2019 AGI or PIN then you will have to print and mail your 2020 tax return.
See this TurboTax support FAQ for how to print a tax return for mailing - https://ttlc.intuit.com/community/printing/help/how-do-i-print-and-mail-my-return-in-turbotax-online...
