When did you file the 2019 return? Did you file it last year in calendar year 2020, or are you just now filing a late 2019 return currently?
An IP PIN is based on a calendar year--not a tax year. If you are just now filing the 2019 return, then any return filed in calendar year 2021 that requires an IP PIN needs a 2021 IP PIN--regardless of what tax year you are filing.
Also, a 2019 return cannot be prepared in Online TurboTax (which is for 2020 returns only), and cannot be efiled. At this point in time it has to be prepared in 2019 desktop software (CD/download) and printed, signed, dated, and mailed.
