It means your state is more efficient in processing mailed returns than the IRS. Paper returns have had long delays at the IRS due to pandemic-related personnel shortages, etc. In the best of times it takes the IRS about 6 weeks to send a refund for a mailed return. But these are not the best of times.
How long has it been since you mailed the Federal return? If it's been longer than 4 weeks, you can see if it's showing up yet in this IRS tool:

it shouldn't take the mrs or anyone longer than a day to figure that out and in this case is absoulute fraud. We work hard and deserve our refunds in a timely manner especially when we are first to file. Im So upset with this right now it is causing so much stress.
2020 is not like any other year experienced in every way. The state came first because the state is basically functioning as normal. IRS is in the height of tax season while being asked to issue Stimulus payments and also make programming changes for tax law. IRS temporarily suspended processing refunds until Stimulus program was well underway.

Is your "same problem" that you are still awaiting your Federal refund? Was your efiled Federal return accepted for processing, but has remained in processing at the IRS for an unusual length of time?

There are a lot of delays this year due to pandemic-related staff shortages, increased burden of stimulus payments, busy tax season, etc. And anything in one's return that triggered a manual review has caused long delays in processing.

TurboTax gives you an estimated date for receiving your refund based on a 21 day average from your date of acceptance, but it can take longer. “21 days” is not a promise from TurboTax or the IRS. Many refunds are taking longer during the pandemic. The IRS is backlogged —-they are still trying to process millions of 2019 returns; they received millions of e-filed on the day they opened for 2020 returns, and now they are burdened with sending out another round of stimulus checks.
Some delays are resulting from incorrect amounts that folks entered for stimulus checks they received. Many people have been confused by the recovery rebate credit and completed it incorrectly. The IRS may delay your refund while they cross-check to see what you received. Some refunds are delayed because of the tax law changes that went into effect recently. If your return has unemployment or the premium tax credit on it, that may be delaying it.

I submitted my amended federal return in FEBRUARY.
When I go to the amended return status feature, it STILL doesn't even say it's been received or is being processed. I don't want to resend it because they say not to do that. But at the same time I am unable to call and talk to anyone to see if they even have the darn thing waiting to be processed. I've gone into the phone system loop far too many times and NO help.

I think it's 21 days after it was accepted
It does not mean that anything is wrong, each state processes their state tax returns separately from the IRS, and the fact that you received your state refund first, just means that your state was able to process your state return and process your refund a bit more quickly than the IRS has processed your federal return.
From the date it is “Accepted” then 2-3 weeks or 14-21days depending on state(s). I did my Returns on 2/2/22 I received my taxes today 4 days early. Hope it helps good luck. Make sure you double or triple check info and verify all is correct makes the process easier 👍

That's not uncommon. Some states are fast and efficient in processing refunds while other states take a long time.
Also, if your Federal return had EITC or ACTC tax credits, then due to the PATH Act, the IRS could not release those refunds until after February 15, which means many folks with those credits will not see their Fed refund until late February or early March.
