It should print out like you say - I'm not sure why it didn't in your case, It does that when I test it on my program, but I'm using the windows version, that may be the issue.
I'm also using the desktop version of TurboTax Premier and cannot get the usual first page to print out. I followed these instructions to go to forms, searched and it tried to create a page. But other than the title it was blank. This happened last year and I found a solution, but can't find anything to help this year.
I accidently found a solution for me. While in form view mode, I went to toolbar menu: File>Save to PDF... and that created the Federal File by Mail Instructions and Return Summary info I was used to getting.
I am having this issue too. Again. Same as last year. It prints out the instructions for my state return - but not the Federal. Pretty weak, Turbotax.
Did you e-file or are you filing by mail? If you e-filed, no filing instructions are needed, not unless you owe.
I was able to go to forms, select form and then picked filing instructions but no form comes up, just a blank screen that says pick a filing instruction. Also using MacOS and also have had the issue for two years.

Looks like you have been struggling with this one for a while.
Try this: From Print Center choose all forms and worksheets then do a save as pdf and save to your desktop or another location of your choice. Then open the forms and see if the Federal Filing Instructions properly print from that location.

Yep, did all that, no federal filing instructions form. Also went to File - Print - Print returns for filing and not there as well.

To access your current or prior year online tax returns sign onto the TurboTax website with the User ID you used to create the account - https://myturbotax.intuit.com/
When you sign onto your online account and land on the Tax Home web page, scroll down and click on Add a state.
This will take you back to the 2020 online tax return.
Click on Tax Tools on the left side of the online program screen. Then click on Print Center. Then click on Print, save or preview this year's return.
The Filing Instructions page will be included.
Sorry, not helpful. Not working on an online return. Working on a desktop return using a Mac and for the 2nd year in a row not getting any tax filing instructions sheet, which then makes me go to the IRS site to get the proper address. That is fine, smart enough to figure it out, but the state filing instructions form is printing and a nice way to both show the address and remind me of the refund or amount owed and would be nice if I could get it on the federal return as well. It will print the federal one if you owe as mocked up a return just to see, but not if you do not owe, so definitely a bug in the program.
I downloaded the latest update this morning and still a not go, if you get a refund you don't get a filing instruction sheet for the Federal return on the desktop program for Mac. I am also running the very latest iOS software as well so perhaps it is a bug with that.
Rather than provide work aronds. Intuit should fix the problem already. Every return should have federal filing instrucitons!!
Same problem. No federal filing instructions, the suggested work around does not work. Trying to print a return to mail using MAC OS.

Thanks Michelle and I hear you, but that ship has sailed as the taxes are filed for the year, even with the lack of an instruction sheet.
My ask here is that for those of us that are loyal to both MacOS and to Turbotax that the fix is done for next year's version as this has been an on and off issue for the past few years on the MacOS full desktop version and would like to stay loyal to Turbotax but there are other programs that will read past year turbotax data that I could go to and next year is the last chance here to support your MacOS community or lose momentum to others that will.
I know we are not the majority as PCs are cheap, but don't penalize those of us that want to use a stable, quality product that lasts for ten years.
