I have tried repeatedly and over multiple days and sessions to download a second state return. I continue to be told there is an error each time I attempt to do so.
I can get to a place where I can choose the state and check an existing state and then I get an error message with instructions to try again.
This is really frustrating. Any help or fixing this bug would be very much appreciated.

Do you mean you mean that you need a program for second different state --- not the state that you already downloaded?

Correct. I have one state downloaded. Need a second state. I have tried everything I can to start over and get the second state and keep getting an error message. Tried this many times over many days.
Contact support for help. They are unlikely to be there on Monday since it is a federal holiday.
How far do you get? Have you paid for it? Still not clear how you are trying to get it.
I am able to load the screen to add the second return but it continues to tell me to try again. I keep hoping it gets addressed in an update but it doesn't.

I have looked everywhere I can on the website and there is no direct way to contact TurboTax support. This is unfortunately all too common where easy access to support is not provided by companies.

You are not alone! I have been having the same issue for the past 2 months. Called Intuit spending 1 hour on the phone -but Tech Support could not solve this problem. I want to stay with TurboTax - - but there comes a breaking point...
If you are using the web browser to download the second state return, do not open the download from the web browser. Instead, close the browser once the download is complete, then open the file explorer and open the download from the downloads section.
I am having the same problem and called customer support. I tried disabling my antivirus, my firewall, rebooting, clearing the cache, updating my profile in intuit and no dice. I still get the same message about hitting a snag and trying again. This is very upsetting. The customer service person said she could not see my name in the contact information on my Intuit profile, but it was clear on my side. So, if their system is not communicating, then they need to fix it. I asked her to notify the IT team. I hope she will. She seemed reluctant to go that route though.
Still no success here purchasing a second State. Guess I will have to look at alternative Tax prep.
There is one more option you can try. Please run the state install/loop steps here. This may help clear the issue in your program and allow the updates to install so you can prepare all of the state returns and file.
