Just found a solution on another page for the online version. Go to Federal > Other Tax Situations > Additional Tax Payments > Underpayment Penalties, then in tax liability box for 2017 enter zero, same for the next prompt. Be sure to enter zero, simply leaving it blank will NOT remove the form (I tried that). Entering zeros will remove the 2210 form completely.

kbernstein had a solution earlier.  I tried and it worked. Repost the solution below:

FINALLY -- I successfully filed my return!  Here is how:
Go to Forms View
Go to Part II:  Reasons for file
Right Click near Box with X in it to get short menu and press Override  (may need to move mouse around to get correct spot to do this)
Remove X in Box
This makes the Form 2210 not needed, but leaving in it evidently caused no problem.
(I tried to do the same for the words "85% waiver", but they are still there and did not matter.)
Save and file your return.  Received an acceptance in less than an hour.
Note I am using Desktop TurboTax on Windows 10.

Per Lisa's TurboTax link:  "If Part II Box A is checked and you are eligible for the 85% Waiver, your return cannot be electronically filed. You must print and file your return by mail."

The above applies to me, but I successfully filed my return electronically Saturday night. This was after I clicked on "Explain" or "QuickZoom" (can't remember what it was called) on line 17 of Form 2210. This opened the "Explanation Statement" where I typed in "85% Waiver," saved my return, and resubmitted it. Received IRS approval within two hours.

Not sure who posted this patch, but it worked for the Online TT. My Fed return was accepted in less than 10 minutes. The offending erroneous Form 2210 was removed.

SUCCESSFUL WORKAROUND!  First a little background. I do not owe a penalty.  Factoring in my withholding, plus estimated tax filings, I'm due a refund.  But TT keeps filling out Form 2210 and checks Box A (85% waiver).  I tried a variety of things and had four returns rejected (including one when a TT representative "helped" me on the phone.  This is what worked for me:

1.  Go to Forms and select Form 2210.
2.  Right click on box A already checked by TT.  You might have to move around a little.  I had to move a little to the right.  A drop down menu will appear.  
3. Select "Override" and the check mark will turn RED.  Click on it and the check mark will disappear.
4.  Move your mouse to where TT inserted "85% waiver" and right click, just off to the right and again select "Override."
5.  The words 85% waiver will turn red.  Delete it.
6.  Save your return.

I ran through the TT checks and then E-filed.  It was accepted by IRS within 30 minutes.

Good luck all.  We shouldn't have to pay good money for a program that, collectively, we all have to fix.

Meant to pay homage to wu4home, who is the individual who first reported this (I think).  Also meant to mention that once you go through the process, Form 2210 will magically disappear.  As stated above, this worked for me because I DO NOT owe a penalty.  Not sure what will happen to someone who, in fact, does owe a penalty.  Good luck all.

WOW. To hmjonescorey, you are the best!  I put in the zeros and submitted for the 5th time and it WORKED.

I'm using the Deluxe Mac version, so the online solution does not work for me.  Hope TT fixes this soon!!!!!  I've been using TT for years, and never had a problem like this before.

After two rejections, I finally got my efile to go through successfully. Others have tried steps that I outlined elsewhere and were unsuccessful. In thinking about why that might be, I remembered that I manually downloaded the Turbo Tax program updates (based on a Forum suggestion) even though the "UPDATE" option on program downloaded from the disk suggested repeatedly that my program was "up to date" I had Box A checked and "85% waiver" recorded (by TT) but had two rejections. After downloading the manual update, I clicked on the "Explain" button below and to the right of BOX C on Form 2210, Page 1. It took me to the "WaiverExplanationStatement" form that each of the rejection email notices said needed to be completed, I wrote in a simple explanation (in my case, that withholding and est. tax payments exceeded taxes due) and closed the form, resubmitted the efile, and it went through successfully. After the fact, I then opened the Form 2210 on my return, and found that both the Explanation Statement and a "85% waiver exception" worksheet had been autogenerated (and presumably filed with my return).
