I finally got my return accepted. You have to do the following:
1 Do a search for "underpayment penalty"
2 Go through the interview for that section again.
3) You will need add the quarterly withholding amounts for each quarter (less the estimated tax payments)
4) You will be asked to input your income for the first three quarters. ( A large part of my taxable income was a RMD which I withdrew in Dec)
5) You will be asked to input by quarter what your short and long term capital gains were, if any, as well as any qualified dividends. This info is on your 1099 B and D.
When you do this the 2210 form is reworked and it calculates any penalty that is due. In my case, I was informed no penalty was due. It then automatically input that info on line 23 of my 1040.
I then saved the changes under a different "save as" name before submitting. Thus I had prepared two tax returns, the original that kept getting rejected and the new one. I submitted the new one and received an acceptance in about a half hour.
Someone on this board suggested searching the "underpayment penalty" and it was the fix. Shame on TT for not posting this fix rather than telling us to print the return out and mail it.
Having trouble with Form 2210/ my e-file was rejected, I need to remove form 2210, I have no penalty

In upper right hand corner you will see the box step by step. Click on it to go to forms. Under forms choose the 2210 form. When the form comes up, at the very bottom will be a box to delete it. Click on delete and the form and all it's entries will be gone.
I do not have a tax penalty but turbo tax is giving me an error message that I need to complete form 2210. When will this be corrected
Would you have a penalty without the waiver? Did you pay at least 90%of your tax liability? If not, the penalty may be waived by including Form 2210.
