Not sure who posted this patch, but it worked for the Online TT. My Fed return was accepted in less than 10 minutes. The offending erroneous Form 2210 was removed.
"Just found a solution on another page for the online version. Go to Federal > Other Tax Situations > Additional Tax Payments > Underpayment Penalties, then in tax liability box for 2017 enter zero, same for the next prompt. Be sure to enter zero, simply leaving it blank will NOT remove the form (I tried that). Entering zeros will remove the 2210 form completely."
