If you are filing your tax return through the Post Office, then yes...send the tax return, the voucher, and the payment to the IRS. If you have previously e-filed but did not opt to have your taxes automatically drafted from your bank account, then just send the voucher and payment to the IRS, in this case sending a copy of the return would not be necessary.

Only the voucher with your check needs to be mailed, nothing else.
No, you only need to send the voucher and the payment.
So if we opt in to have the amount of money taken from a bank account when e-filing, we would just send the voucher in the mail?

If you selected to have the taxes owed paid by direct debit from your bank account, there is no need to mail the payment voucher.
Am I able to change the elective withdrawal date for a city income tax payment? Is that something I have to change through TurboTax?
Once you hit submit you cannot change anything through TurboTax. You will need to contact the city to make any changes with your payments.
