You cannot speak with the IRS currently as their offices are closed. It is not possible to change the payment method for a tax refund in progress.

I received a letter from IRS that it needed a form to complete my taxes. The letter didsappeared and I can't get anyone to tell me what I should send in order to get our refunds. It has been 8 weeks.
We in the Community have no way to know what IRS Notice was sent to you.
However, let me make a suggestion: do you have health insurance purchased under the Affordable Care Act ("Obamacare") from a federal or state marketplace?
If so, did you receive a 1095-A form in the mail and did you enter it into your return?
The 1095-A generates a form 8962 in TurboTax, and not including the 8962 in your return is one of the most common reasons to get a letter from the IRS in the weeks after filing.

The IRS accepted my return 4/10/2020. Your CHAT system says my refund is on its way everytime I check my status in Turbo Tax. I would like some confirmation on what the real answer is.

6/9/2020: this method still works as far as the navigation is concerned (with a initial menu variation), but each option (no matter what you choose) gives this recording: "We're sorry but due to extremely high call volume for this topic, we are unable to answer your call at this time. Please try again on the next business day." Tried calling early in the morning M-F, still got the same message. We filed in January, no issues... still no refund.

The IRS is not currently able to process individual paper tax returns. If you already have filed via paper but it has not yet been processed, do not file a second tax return or write to the IRS to inquire about the status of your return or your Economic Impact Payment. Paper returns will be processed once processing centers are able to reopen.

I have attempted to reach the IRS so many time I can't even remember the number. I keep getting redirected to or told (by an automated system) that they are unable to assist. I filed my taxes last year and still haven't received my return. If I won them money they'd be taking it out of my pay check if I'd taken this long to get it to them. Disgraceful but I guess that the government for you.

Do you know if your 2018 return was accepted? What did your emails say after you filed?
When you e-file your federal return you will receive two emails from TurboTax. The first one will say that your return was submitted. The second email will tell you if your federal return was accepted or rejected. If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.
Check your account for 2018. If it says anything other than "accepted" your return was not filed. Either it was rejected and you did not notice and/or follow up, or it was never filed at all.
If you chose to file by mail, you had to mail it yourself. TurboTax does not mail it for you.
If it was not filed, then print, sign and mail it now.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.

Your tax refund was not sent to TurboTax. TurboTax does not handle your refund at all.
Santa Barbara Tax Products Group, LLC (SBTPG) is the bank that handles the Refund Processing Service when you choose to have your TurboTax fees deducted from your refund. This option also has an additional charge from the bank that processes the transaction.

If it was filed and accepted, then you have to follow up with the IRS to see what happened.

Listen to each menu before making the selection.
First choose your language. Press 1 for English.
Then do NOT choose the first choice re: "Refund", or it will send you to an automated phone line.
Instead, press 2 for "personal income tax".
Then press 1 for "form, tax history, or payment".
Then press 3 "for all other questions."
Then press 2 "for all other questions." It should then transfer you to an agent.
