I have no penalty, but Turbotax filled out a form 2210, checked Box A and wrote in "85% waiver". I submitted the return, but it was rejected

My Federal and State tax returns that were rejected on Feb. 17 have just been accepted. I refiled less than an hour ago, and they were accepted shortly thereafter. I made no changes whatsoever to my return. There was no 2210 generated/attached, no waiver required, nothing. So it would seem highly likely, as per sunami and shewmj, that the problem has been addressed. I signed up for alerts from TT regarding this issue, but have not gotten any updates whatsoever. To say I am disappointed with TT -- and their poor customer service -- regarding this lengthy and stressful issue is an understatement.

When I go into forms view and print tax return only the 2210 is still showing up.  Did your 2210 just not show up in the e-file or was it also gone out of your forms?  I don't want to e-file & then have it wrong because once it's sent it's too late.

yes form 2210 showed up in the pdf e file of what was transmitted to federal and state.  It had the box A checked and "85% Wavier"  comment.  Form 2210 was also in the more detailed records that I kept a hard copy of in case I have a computer failure.  I would give it a try at if it is rejected again you are no worse off than you are now and if goes through it will be a major relief.  I am betting it goes through.

Don't worry if it is rejected you can re file it or send in the written format.   It isn't too late it either goes through ok or is rejected with comments to tell you what to fix.  At worse case you can file a hard copy.

sunsettanya  Yes, when I print "Return Only," the first page of Form 2210 is included.  Box A is checked, "85% Waiver" is typed in, and the Explanation Statement is not included.  According to the IRS instructions for Form 2210, that is all exactly as it should be.  That's why I think the error has been with the IRS automated review.  However, many of us have now successfully filed, so I bet you will too.  Assuming you feel the rest of your return is ready, go for it!

This is exactly what happened to me.  The return as filed even had the sentence in it that said something like "this return has been rejected by the IRS."  But this time it was accepted.  So it sounds like an IRS problem all along, but TT didn't help explain this along the way and made it worse by telling us to file a paper copy.

While there may have been a change at IRS to now accept TT returns with Form 2210 attached, I still don't see the need to include that form in my taxes this year when it has never done in the past. My tax payments throughout the year far exceeded any tax liabilities due to incomes when they occurred. I am still skeptical that the form is submitted unnecessarily under current programming. I will wait until the 3/8 update to see if any change occurs. I don't think TT would advertise an update to fix this if they were not the cause to some extent. For those who just filed and got their form accepted, you might want to rerun your taxes after the upcoming fix and keep that file (along with the accepted file) for future reference. For those who recently successfully filed after numerous rejections, TT should provide guidance on what historical forms/worksheets (if any) may change based on the fix!

When I e-filed again, following the guidance of other successful folks, the return did not include 2210. It was accepted. Like BobbyO, I do not see the need to include 2210, as I paid my entire 2018 estimated tax obligation by applying it from my 2017 refund. Thus, the Feds received all of their tax payment from me upfront, and as it turns out, I an entitled to a significant refund for 2018. There was no underpayment. I have never before needed to attach 2210. If after the 'official' fix comes out, I determine some unforseen need to include the 2210 just for the record, I can either amend the return or IRS will come a calling. In either event, no money is owed and no penalty is due. This whole mess has been frustrating beyond words. And for me, it's been going on for more than three weeks.

BobbyO & Taxtony -- The "85% waiver" is new this year, put in place because the recent tax overhaul may have unfairly caused some folks to owe a penalty because they weren't informed of the change quickly enough, and is the likely reason so many of us are filing 2210 for the first time.  Before the waiver, TurboTax would have had us grind through all the annualization details to make certain we wouldn't owe a penalty.  If we didn't, I don't believe Form 2210 would have had to be filed.  With the waiver, though, we don't need to go through all that work; we just have to submit the first page of Form 2210 with "85% Waiver" written on it.

BREAKTHROUGH! TT just pushed an update to the program a few minutes ago. I downloaded it and EUREKA, Form 2210 no longer is part of the filed Tax Return documents! I called-up Form 2210 from the background programming and found that Box A is no longer checked which apparently caused 2210 to show-up all this time. Try it, you might like what you see now!!

I see that TT's release notes for their program updates say that the Feb 16 update fixed the Form 2210 problem for "many people", and that the Feb 21 update fixed the problem for "most people".  I installed both, and still have the unnecessary (and potentially e-file-blocking) Form 2210 in my filing package.  I guess I'll wait to see what the promised March 8 update brings.

BobbyO, thanks for the comment.  I updated my return and TT program three hours ago, and still had the Form 2210 problem.  I just updated the TT program again after seeing your BREAKTHROUGH comment, and this time caught the March 6 update.  I see the TT release notes for it say it fixed "various 2210 issues."  It fixed mine now, finally.

A big THANK YOU to hmjonescorey who posted the answer in the comment section!!!! This worked!!!

Just found a solution on another page for the online version. Go to Federal > Other Tax Situations > Additional Tax Payments > Underpayment Penalties, then in tax liability box for 2017 enter zero, same for the next prompt. Be sure to enter zero, simply leaving it blank will NOT remove the form (I tried that). Entering zeros will remove the 2210 form completely.

Entering zeros just worked for me. Federal accepted in less that 20 minutes. Thanks for the tip
