You can amend your return at any time, but to claim a refund, the amended return must be filed within three years from the original due date of the return or two years from the time the tax was paid, whichever is later.
You cannot add a 2019 W-2. The current online program is only for 2023 returns. You cannot enter income from any other year into a 2023 return. And it is too late to use TurboTax for a 2019 return. The software is no longer available, nor would it be supported or updated even if you can find it on eBay, etc. Any tax refund for 2019 has been forfeited. The IRS will not pay it. If you owe tax due for 2019 you still have to pay.
You can use the paper forms to prepare a 2019 return by hand to mail in. If you owe tax due, pay the amount shown on the form and the IRS will bill you later for the additional late penalties and interest owed.

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
