It's 2025 and I have this EXACT problem--called "customer support" and finally got a nice person. Spent over an hour trying all these kinds of suggestions (including clearing cache, rebooting, etc) but NO HELP. Final suggestion was to try a different device--umm, it's working all the way up until it's time to pay so I don't think the problem is my device, but I did it anyway--no go. Now I'm supposed to call back...for what? It's clearly an issue on your end! I do not have anything really complicated--a couple 1099s nothing large or unusual. It's AFTER the review and I click on "Review your order"

If you get an error just before Efiling when trying to pay, try entering '123 Maple St' as the Billing Address, leaving your city, state, zip the same.
If you're using TurboTax Online, be sure to clear your Cache and Cookies
nope - like I said, I get the snag just after clicking step 1 button (Start by "review your order"). No opportunity to enter ANYTHING. I spent 2 hours on the phone with customer support and no luck. Supposedly escalated but no one called me or emailed me about it in a couple days. The last solution was to create a whole new account and start all over grrr Not really helpful!! Takes time to do all that, enter all the forms, etc.
also, I get the same error if I even try to PRINT my return, and it won't let me Clear and start over (says that I "paid" but I did NOT pay--it is free because of MetLife Legal Plan)
If you're using TurboTax Online, normally clearing Cache and Cookies clears up errors. There's a myriad of reasons why this error occurs. I had it myself trying to pay with TurboTax Desktop, but went back a couple screens, then tried again and was successful.
Are you accessing your return through a vendor link? Maybe try directly at TurboTax® Login - Sign in to Get Started on Your Tax Return, since you get the error in various parts of the program.
I'm using the online version and already cleared cache and cookies, as stated. So no help. Not sure what you mean by "vendor link." Like I said, this got escalated so even the tech support person couldn't fix this. It's definitely an issue with TurboTax account/online, NOT my computer or anything I'm doing!
