e-Filing FAILED

In 2019 I filed by mail and am still waiting for refund payment. I have never used e-File before. I entered the AGI  (rounded as filed) and created 2 new five digit pins since I have none with the IRS. Result: REJECTED IND-031-04. Since IRS hasn't processed the 2019 return yet, maybe they have AGI of ZERO so tried that, still rejected IND-031-04. There is a TurboTax message referencing an extension after 27 May, but the deadline the IRS established for TX is 6/15/2021 due to the freeze in Feb. So I am not trying to file after a deadline. The only reason I bought TurboTax was so I could e-file because IRS processes them faster and won't even answer their phone for questions on where my 2019 refund is or why it took 9 months to process a 1040X for a prior year. I will not accept the idea of file by mail. Give me an answer what is wrong.

the AGI should be off the 2019 return as originally filed. if your agi was $xxxx. 50 (50 cents or more) round up to the next whole $.

you can also see if the IRS has a transcript of your 2019 return.

https://www.irs.gov/individuals/get-transcript

you didn't say when you filled 2019 so it could be that your's is one of many '19 returns that have not yet been processed or if you filed after 10/15/2020 using Zero for AGI was correct.  for the pin make sure you're not entering it as last year's pin - you didn't e-file last year s you don't have a prior year pin.

if none of this works you'll have to mail in your return.

I suspect what prevented my return from being e-filed was TurboTax validation for FIN number 34-072761. Entering this number FAILS VALIDATION and as soon as you try to move to another field, an error message pops up and will not allow filling out other fields until a ZERO is added to the end of the number. Going back and removing the Zero won't work because the software puts it right back in when the page is saved. Since the programming is wrong, it is likely EVERY RETIRED MILITARY could not e-file. How about a response?

The Payer TIN or EIN must be 9 digits, no more, no less.  The number you posted is only 8 digits.  You need to get the correct number from the payer.

@clinocio2018

That's a DFAS FEIN error on the initial 1099-R forms that were issued...and they issued new 1099-R forms (that you should have received).   The final digit is supposed to be a "2"

Text of the DFAS notice was as follows.

Retiree 1099-Rs: Incomplete Payer's Federal Identification Number in Mailed Documents

Retiree IRS 1099-Rs mailed in early January contain a Payer's Federal Identification Number (FIN) that is missing the last digit because of a printing error. The correct Payer's FIN is: 34-0727612. We apologize for the inconvenience.

We will mail you a corrected 2020 IRS 1099-R with the correct Payer's Federal Identification Number. You can also download a correct 2020 IRS 1099-R from myPay. It is available now. Please see the Managing Your Retirement - Taxes webpage for more information.

The FIN on the annuitant 1099-Rs is correct. "

I can't e-file for Massachusetts because of an HC-1099 messup mentioned in your Community in 2019 and apparently is still true.  So I have to print it out and mail it.  Looks like Turbo has already charged my credit card so I want a refund.
