I paid for the full Turbo Tax filing option and paid for them to file my federal and two state returns. I received the two verification emails from Turbo Tax that my State of MA return was transmitted and then accepted. However, the State of MA never received the return. I have had no luck going through Turbo Tax help via the website or phone. Can someone look into this? It is affecting my receiving funds I am due from the State of MA due to a State statute about excess revenue.

Some states are fairly quick with refunds, while other states can take a long time processing returns--even several weeks--as they crack down on detecting fraudulent returns or face Covid staffing problems. You may be able to get an idea about how long it takes in your state from the FAQs at your state's tax agency website as I will mention below.

If you efiled, be sure your efiled state return was accepted. If you used Online TurboTax, you can check by looking at the Tax Home in your Online account.
Or did you choose to file by mail instead? TurboTax does not mail it for you. If you chose that method, you have to print, sign, date, and mail it.

How do you know the state didn't get it? Did they send you a letter? Did you have a state tax due? They probably got the return but not the tax due payment. That is common with state returns. Check the state return and see if you owe. It might not be a refund.
Your only proof is your bank account statement or credit card statement showing the payment coming out. And Turbo Tax doesn't pay any tax due for you. Turbo Tax just sends your payment method to the state. You either put down your bank account number for the state to pull it directly out of your account or you needed to mail in a check. Most states don't let you pay by direct debit. Did you check your bank account to see if it came out? You should have an instruction sheet telling you how to pay it.
I know they didn’t get it because they are asking me to file it. I owed a small amount but that is not showing in my tax account. It says the status for my 2021 return is “not filed”. I’m not waiting for a refund, so not sure why you mentioned a refund.
I’m not waiting for a refund. I owe, but the state isn’t showing anything. My tax account status with the state says “not filed” which says to me they never received it. I believe the issue to be with turbo tax.
I mentioned refund because you say it was affecting you receiving funds. I thought you meant you were waiting for a refund. But did you pay the state tax? How? I think they are saying you haven't paid yet.
You need to contact the state to straighten it out. If they didn't get you return you will need to print and mail it. But don't send them another copy unless they tell you too. If Turbo Tax says your state return was Accepted then the state got it.
I’m waiting for a separate refund that is not for my 2021 taxes but requires that my taxes be filed. I can’t pay them because the system isn’t showing that I owe anything. My 2021 tax status is “not filed”.

Huh? You can (and should) always pay the tax due even if you don't file the return. Interest is accruing on it. Even if you file the return late the tax due is still due on the due date usually April 15.
