Did not receive 1099-SA

I did not receive a 1099-SA for 2019 since I had no distributions.

TT Premier (for 2019 taxes) does not effectively deal with this situation if you answer the question that you have a HSA.

Any thoughts or work-arounds?

If you did not receive a 1099-SA because you did not spend any money from your HSA, then just don't add a 1099-SA.

 

If question TurboTax asks you "Did you use your Health Savings Account (HSA) to pay for anything in 2019?" just answer "NO", and TurboTax won't even ask you to enter any data about the 1099-SA.

 

If you find yourself in the 1099-SA entry interview anyway, then just click Continue without entering anything (except for the form where you have to indicate that everything was used for medical expenses, this is required) until eventually you will get to a screen titled as "Here's what we have so far" and showing a table of 1099-SAs (probably just the one).

 

Delete this "Untitled" entry by using the trash can icon or the Delete button and then continue with the rest of the HSA interview. The 1099-SA will just be a bad memory.

Solution did not work.  When a distribution of $0 is entered, TT-P is then looking for a Distribution Code for Box 3 (which I do not have) and if you take the default of "no code in box 3" TT say contact the issuer and treats the amount as a normal distribution.  Coding of the product was deficient in that it does not recognize the case of not receiving a 1099-SA.  

Do you have any other suggested work arounds?

Did not receive 1099-SA

I am doing my daughter's taxes.  She has an HSA.  There is an entry on her W2.  She used her debit card associated with the HSA for medical expenses.  She did not receive a 1099-SA.  From everything I've read, these expenses are distributions but maybe I'm wrong.  Her HSA agency said she didn't get one because she didn't file any manual claims.  I've spent the better part of the day on this mystery.  Any help would be welcome.

If your daughter withdrew money from her HSA, then the administrator of her account is obliged to issue a 1099SA. 

 

I would check the website of the bank or brokerage that has her account and see if you can download the 1099SA. You are correct, withdrawals from an HSA are called distributions. If you are unable to download, I would call and have them send you a copy of the 1099SA. If it does not appear on her return the IRS will (eventually) send her a letter.

Does the funding source of the HSA matter? Since I posted, the HSA company is telling her, as best as I can determine. that since the source of the contributions came from payroll, and not from extra contributions by her, no 1099-SA is generated.

You would not enter any additional contributions since everything is entered from box 12, code W of her W2.  What you would need to report is if there were any distributions, usually reported on a 5498-SA, and if those distributions were used for medical expenses.

She definitely had medical expenditures from the HSA using the associated debit card.  And as Dean confirmed above, those are distributions, so I'm baffled why they would tell her no 1099-SA was created and reported.

I am baffled as well, they should have a 1099SA for her. I guess the next question to ask is when the medical procedures were paid for, in 2019 or 2020? Is there a statement from her HSA that would show the withdrawals? I might check any other bank accounts in case the wrong debit card was used. Ultimately, if they say there is no 1099SA you may have to go with that unless you can find evidence that money was withdrawn. Not the best solution, as you may wind up fixing it when she gets an IRS letter, but perhaps the only one.

Thanks for the help.  As it turns out, my daughter did have a 1099-SA form at home in an envelope she didn't open.  Her HSA administrator gave her bad information.

As you have discovered, it does not matter how the HSA contributions were made (through the employer or directly) and it does not matter why the distributions (spending) were made, in 99.9% of the cases, the HSA custodian owes the account owner the 1099-SA to report the distributions.

 

There are rare exceptions, like when the HSA custodian removes a little money from the HSA to cover service fees (the IRS does not consider this a "distribution", so no 1099-SA), but I might investigate a different HSA custodian, to find one more on top of the rules.

You'll get Form 1099-SA if you paid for medical or other expenses from your HSA or MSA during the tax year. Don't confuse the 1099-SA with the SSA-1099 which reports Social Security benefits.

 

It's best to enter your 1099-SA before you enter your medical expenses so we can properly calculate your medical expense deduction:

  1. Open (continue) your return in TurboTax, if you don't already have it open.
  2. Inside your program, search* for 1099-SA;
  3. Select Jump To 1099-SA. This will take you to the Tell us about the health-related accounts you had in 2020 screen.
  4. Select the appropriate box(es) and Continue.
  5. Answer Yes when asked if you used your HSA or MSA to pay for anything.
  6. Free Edition or TurboTax Live Basic: Follow the onscreen instructions to upgrade to Deluxe.
  7. Enter the info from your 1099-SA (this form cannot be imported).
  8. When you get to Here's what we have so far, select Add Another 1099-SA or Done, as appropriate.

I have the same situation as the original poster.  In 2022, I had zero distribution.   Therefore, the HSA did not issue me a 1099-SA.    There is no question on TurboTax for "Did you have any distributions in 2022?" or "Did you receive a 1099-SA"   Instead, TT asks for information from the 1099-SA (rather than asking if I have one).   Adding $0.00 did not work either, as TT then keeps asking other irrelevant questions.    

So, back to the original post...has a solution been found yet?
