I have a similar issue regarding the removal of a state return from my downloaded TurboTax Deluxe 2021 application. I live in Maine and work in NH, and while completing my taxes I initially moved through the step-by-step guide through the NH state taxes, not really thinking about it, but now NH is stuck in the "free" slot for my state taxes. I already tried the suggestion of simply selecting File and then Remove State Return, and even after doing so NH is still showing as the state in that spot and I can't select ME as the return I'd like to complete for free. I haven't been charged for the second state yet, but it seems I can't move forward without this happening. Any suggestions?
@sam1107 What software are you using? It sounds like you actually have a misunderstanding of the way the fees are structured.
If you are using online TurboTax, you have to pay for each state return you prepare.
If you are using the CD/download, then you get the software to prepare one state return ----but you are still charged a fee if you e-file that state return. It will not matter whether that is the "first" or "second" state return. Every state return you e-file will cost you the $25 e-file fee. The extra state software will cost you the fee for the software itself and the e-file fee. The only way to avoid the state e-file fees is to print, sign and mail the state returns.
As for what order to prepare the returns in---make sure you prepare the non-resident return first, then prepare the return for the state you live in. Stop worrying about which state program is "free" since that does not matter at all.

E-filing fee in desktop software
Did you purchase desktop software with state software included? They sell Deluxe both with and without state software--so you have to be careful which one you choose. And even if it does have the state software download included, that is for preparing the state. There is an extra fee to e-file the state. You can avoid the state e-file fee if you print and mail the state instead of e-filing it.

Just add TurboTax State from the State Taxes section of your TurboTax CD/Download federal product.
I received the Colorado state software with my current 2022 software package up-date. I no longer need this state for filing. How do I delete this package?

@gary kellogg What are you trying to do? If you purchased the Deluxe (or higher) CD/download it included the software for one state return of your choosing. Did you download the wrong state?

How do I clear my state return in the TurboTax for Windows software?
I don't think ANYONE has answered the original question. I have the same condition. I have in the past needed states that I had to report to, and now I no longer need them. But Turbo Tax continues to download the updates for those states. I do NOT pay for them, but the updater software "brings them down" just in case I want to use it.
I don't want that to happen! How do I tell the updater not to download the updates for those states????
