@sam1107 What software are you using?   It sounds like you actually have a misunderstanding of the way the fees are structured.

 

If you are using online TurboTax, you have to pay for each state return you prepare.

 

If you are using the CD/download, then you get the software to prepare one state return ----but you are still charged a fee if you e-file that state return.   It will not matter whether that is the "first" or "second" state return.   Every state return you e-file will cost you the $25 e-file fee.   The extra state software will cost you the fee for the software itself and the e-file fee.   The only way to avoid the state e-file fees is to print, sign and mail the state returns.

 

As for what order to prepare the returns in---make sure you prepare the non-resident return first, then prepare the return for the state you live in.   Stop worrying about which state program is "free" since that does not matter at all.
