I have the same issue. This is a problem with TurboTax and they should correct it. I'm going to print the TurboTax CO return and then use the data to file electronically on the Colorado Dept of Revenue site. You can attach the necessary forms for EZ contributions, if that's your situation.
Poor service by TurboTax for not fixing a reported error in their program.
The provided advice does not fix the problem. Instead it suggests deleting the tax credit offered by the State of Colorado !
If one deleted Form 1366, the State will disallow the credit!
I completed my Colorado tax return on Turbotax and printed it with the error from Form 1366. Then I copied all of the numbers into the free Colorado State webpage and completed my Colorado taxes online. The Colorado website did the calculations correctly, and I got my $2500 refund in a couple weeks.
But...you have to file electronically to get the credit.
Turbotax definitely needs to fix this. Colorado is doing away with this important tax credit.
It's important, because it allows taxpayers to support many charitable enterprises like food banks!
I have changed the form many times to get Turbo Tax to stop saying that I had an error, but since it said it needed to be filed electronically, I paid TurboTax $24.99 (how did someone else say they only paid $19.99??) and each time it is rejected by Colorado. If I have to print and mail it, I would like a refund of my efile charge!!
I have done everything to correct and it still is being rejected by Colorado. If I have to print and mail, I would like my $24.99 efile payment that I made refunded. 😊

To contact TurboTax customer service/support use their contact website during business hours. If the problem concerns any type of refund for fees, use the key words billing issues and do Not use the word Refund or you will get a phone number for tax refunds.

This is still an issue with Turbo Tax Premier 2020.
It seems like the "error" should be a warning since it tells you that CO requires returns with a DR 1366 to be e-filed.
Please try to update your Turbo Tax software, and this should be resolved.

Updated TT but still get an error on line 88 of Colorado DR 1366. The message is "This return has a completed Form 1366, Enterprise Zone Credit and Carryforward Schedule. The Colorado Department of Revenue requires that an income tax return that includes Form 1366 must be e-filed.". I can't get thru Smart Check without it flagging that as an error.
Have you e-filed by now? Did TurboTax let you?
I am asking because this screen does not seem to be an error (unless you didn't have an Enterprise Zone credit) and is just warning you that it must be e-filed and not mailed.
It is not clear that TurboTax is going to stop you in either case (e-file or mail).
I am asking because this is one part of the software that I can't test, because I do not want to accidentally e-file a test return, just to find out that TurboTax didn't stop me.
And if Colorado rejected your e-file (as some of the others above said), can you tell me the reject code?

@BillM223 I haven't tried to efile my CO return yet. Plan to do that later this weekend. Will post the results...

I am also caught in the endless DR 1366, line 88, 'Run Review Again' do loop. I will print the form, go to the Colorado website and key it in.
Come on customer support and get this fixed. This problem was reported last year and I am using the same solution outside of Turbo Tax.
