This is probably not a Turbotax glitch, but a matter of timing delays between the IRS and state revenue departments. The IRS, who has been vastly underfunded for many years, has been struggling with all sorts of backlogs in their operations, especially during the COVID years. For this reason, states suffer downstream effects from IRS delays, which makes it difficult for those states to get timely information to Turbotax before the Turbotax products become available to the masses, ergo the need for downloads after first installing Turbotax.
RECOVERY REBATE CREDIT ISSUE
You have mentioned a missing form. In my case, my Oregon return, which I finished and submitted yesterday, was rejected because of a delay in the software being able to handle the Recovery Rebate Credit (aka Stimulus Payments) correctly. The rejection was accompanied by an explanation that the software would be corrected by today, February 17, and to my delight, it was. I merely had to download the "correction" and the appropriate calculations were (I think) applied, and I refiled (without incurring another charge from Intuit.) I have yet to get the acceptance notice, but these are systems problems, not attributable to lazy or inept public sector employees.
I did find that the information on my IRS stimulus payments account information page was a bit confusing. However, the information on Letter 6475 (which I hope most people keep) was much more understandable and allowed me to be able to confidently claim that my wife and I had received half of what we were entitled to. Therefore, that half would be applied as a credit to our 2021 tax liability, thereby giving us a refund.

Received a notice that my Oregon return was accepted.
When did you transmit it?
I have filed mine this morning after updating TT but it was rejected shortly afterwards.
Is there a responsible adult on the team who could and would tell us that it’s indeed resolved?

I have had the exact same problems. I've sent 3 emails now since 2/15 to the company. No reply. I've caught their attention on Twitter, because they are likely worried about visibility of people who bought their license and paid the $20 filing surcharge fee for Oregon are going to be providing accurate information to other potential customers about this known bug. They need to come clean and provide a fix and say, simply, we're aware of problems. We're sorry. We'll fix this problem or provide a way to reimburse you. I'm not seeing any interest yet. I will keep sharing updates on Twitter regarding these basic facts to help encourage the feedback loop. If people know of any other fix, please advise. I'm not seeing their email system as functional.
2/17/2022 still says Oregon Return unavailable. Did an update tonight, and still says unviable. Oregon Website says it is, this forum says it is. Very frustrated, please help.
I have now filed three times online. I am continuing to get error messages. I just filed tonight, and the latest error message told me to go to www.support.turbotax.com for "a solution or workaround." First step. Please reply to emails documenting the problem. Second, acknowledge on this forum or elsewhere you have clear bugs and that you're working to fix them. If you can't, send refunds to everyone who paid you the state fee. That's fair. FYI, I'm copying this error message on Twitter. I encourage people to do that. It promotes transparency, factual reporting, accountability, and thus a corporate fix.
Nihonjin808, how many times did you have to file for it to go through? Did you have to purge your version and upload again? I've now filed 1x on 2/15 (fail), 2x on 2/17 (fail). It's asking me if my program is up to date. That's absurd. I just downloaded the online version on 2/14/22. If they're putting out a bad product on 2/14/22, they likely were/are ignoring red flags that must have been flagged before this buggy launch.
The 02/17 message from TT says:
OR_FederalTaxLiability_SoftwareUpdate_R18_TY21 - Your Oregon tax return is on hold pending a product update to Federal Tax Liability. Please check back for updates.
How does one “check back”?
When I try to see my Oregon Return I get the following message " Your Oregon returns is currently unavailable to view, print or download..."
I can find no way to contact TT to ask why I get this message.
TT support is very poor. I'm not going to file until I can see my Oregon form but at this point I do not know when that will be.
I am having the same problem with the Oregon return. My disappointment with TT is the difficultly in understanding the reason for the delay. It should be a detailed popup in TT not to have to read through numerus blogs to understand the reason and the how long it will take to be resolved. I have been a TT user for 17 years and will consider using a different tax software next year as well.
Hey rickr1277: I can guarantee 100% that TurboTax/Intuit is monitoring Twitter comments. That gets their attention because hundreds of millions of users potentially can see what is being shared publicly in real-time. Corporations have to track public comments there and address concerns fast because it impacts their sales. The closed system communications like the "support" email address likely goes unanswered. I'd encourage amping up concerns on Twitter. The "escalate" button is pushed quicker by their mid-level product managers, likely leading them to: publish an honest FAQ, reply more honestly and quickly to those who bought the license, ensure trust to customers who would like to use their product again. Their response is up to them.
The same here. Just transmitted the same return that was rejected yesterday, that is, without any mocking around, deleting etc, and it got accepted. Go figure!
Lions tigers bears ravens, I waited until February 17 to access my Oregon return. I was immediately prompted to download a patch. I clicked the button to get the patch and was informed that TT had been effectively patched. I did not have to purge my old return. All I had to do was allow for the patch to happen and re-file my return. I only re-filed once. Within five hours, I received the notice that my return had been excepted by Oregon Dept Of Revenue. Hope your next attempt went as smoothly as mine. From what I see of the comments, I just may have been really lucky. Hope all goes well for you in the future
