i ran the review again and was still unable to file NM and CO returns (After successfully filing Fed). I followed the link and signed up. I noticed that turbo tax states "solved" on the link
I cleared the cache as suggested in this post and restarted TT. I am still unable to efile.
TT - PLEASE fix this issue ASAP. We have paid the money to efile......
I am having the same issue. CA return, TT Premier CD. Going back and redoing Review (as TT suggests) did not solve this. TT continues to tell me that I can't e-file my CA return unless I e-file my FED return even though my FED return has already been e-filed and accepted.
MI state was updated and now the problem still remains. Cannot e-file, Federal already accepted and state has already been paid. I think it’s a programming issue but no one seems to know, TT support just tells you to mail it.

There is a clear program issue here, because I saw post from many states, and different scenarios, in my case I filed Federal + VA + IL and IL rejected because AGI miss match, when I tried to e-file again IL I got the error all gets, "E-File requires federal return" Federal and VA were accepted without any issue, this is a program issue and really bad testing problems, had been customer of TT for over 10 years and after this issue made me think to switch providers next year, I need this resolved, I already paid for the e-file, previous years were no problem re sending the e-file after a rejection or send it separate from Federal, this is beyond frustration, TT just said, mail the return WTF?
Cannot e file my state return.
Contacted Turbo Tax, spoke to a customer service rep, and now
it says my case has been resolved. VERY Disappointed.
Please advise. I am also asking for a credit for filing the state return.
I should not have to pay Turbo Tax to file state return after having
these efiling issues.
Any update?
Or we have to go buy a printer and never buy Turbo Tax again next year?
TurboTax is aware of and investigating the issue with not being able to e-file the state after e-filing the federal. Here is an updated article:

I have just heard back from Turbo Tax support.
They have indicated the issue with State filing will be resolved in an update available Mar 19th 2021.
Keeping my fingers crossed.
I am getting the same error. I called TT support and was told the wait was between 3 to 7 hours. Not acceptable.

Same exact issue in MN. Was on with support for 2 hours on Sunday screen sharing... A manage got involved... No fix... So I opened a case at the link provided above and just saw I got this response from them saying a fix is going out March 19th product update for us desktop cd users. Here is the email I got:
