I have the Desktop version. Just by chance I decided to launch TT this morning and surprise - there were updates.
I was able to successfully file my state return -
Hope the same is true for each of you.
I work in Information Tech in my company and as frustrating as it is, I am glad they were able to resolve the issue and get it promoted prior to their anticipated date, and prior to me needing to paper file.

The update came in a day early. Today 03/18/21 after the update I can see the progress past the previous hurdle for State filing when Federal was already sent before
SUPPOSED TO BE FIXED TODAY. IT HAS NOT BEEN.
@rpblank , what state r u filing? Did you update Turbo Tax? My software got updated yesterday, and now it works. I was able to file my state taxes.
I have business owner TurboTax, loaded in on-line (weeks ago), on a MacBook Air. Is there a way to "force" my TT software to update? Many thanks.
I got the update on 18th and following update I was able to file without any issues (Fed was filed a week ago) I checked before posting its fixed.
How did you get the update? E-mail, text?

If you're on a PC, open TurboTax and select Check for Updates from the Online menu near the top. On a Mac, simply quit and reopen TurboTax. If there are any updates, you'll be prompted to download them.
I had a similar problem but I am trying to file Arkansas. I am using the desktop version and have e-file my federal return. Now it won't let me e-file my Arkansas state return. I don't know what phone number to call for support.

Have you updated your software? For TurboTax Windows, click on Online click on Check for Updates. For TurboTax Mac quit the application and then open, if any updates you will be asked to download them.

Could you check the version under Help => About => Version? I have 020.000.165. I was unable to File the Taxes but soon after the update on 18th (about 9 am EST) I was able to file my east coast tax return
Maybe even force checking an update under Online drop down => Check for Updates
I have version [phone number removed]. My software is up to date. I still can't e-file the Arkansas state return. It says it has to be e-filed the same time as the federal which was already e-filed.
