Can you help me? It looks like the refund for my state went down. Does that mean that the taxes I owed for my federal taxes was taken out of my state refund?

The amount I owed  for federal taxes was rejected by my bank account. But I was eligible for a state refund. It looks like the refund for my state taxes went down. Does that mean that the taxes I owed for my federal taxes was taken out of my state refund? Or do I need to try and pay the amount due again?

No.  Federal and state are completely separate.  You can't pay a tax due from a refund.  The state must have changed something on your return.  They will send you a letter about it.

No your state refund was not used to pay federal tax.  That cannot happen.   If your state reduced your state refund they will send you a letter to explain.  Did you owe any back taxes to the state?  Child support?   Court or traffic fines?

 

If you owed federal tax and the bank did not pay it, then you will need to make other plans for how you will pay the IRS.

 

Your state tax due cannot be paid from your federal refund. 

It is not possible to pay your state tax due from your federal refund, nor is it possible to pay a federal tax due from a state refund.  The federal and state treasuries are completely separate from each other.  You may have seen a TurboTax summary of your federal and state amounts that confused you into thinking one was “paying” the other.  It is not. The ONLY thing you can pay for from a federal refund is your TurboTax fees if you chose that option.  

 

 If you have federal tax due you can pay by mailing your payment with the 1040V voucher, (which has the address printed on it, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.

You must pay your state tax due using the state’s preferred method of receiving payment.  For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.

Although garnishments for student loans of federal refunds are currently on hold, the Treasury Offset Program can garnish the federal refund for other debts.

 

Your federal refund may also be reduced due to an automatic adjustment on your return based on an entry error. They will notify you of why the adjustment was made by mail.
