If the excess withholding was due to a single employer, the excess amount will not be automatically returned to you through your tax return.

I have two W2s from two different employers in 2019 resulting into excess social security tax paid but turbo tax online is not reflecting the excess tax paid on Schedule 3 . Is it a turbo tax online bug ?
Make sure each W2 is assigned to the same spouse. The max is for each spouse separately not combined.
For 2019, If you had more than one employer and the total of box 4 (only box 4 not box 6) on all your 2019 W2s for Social Security is more than $8,239.80 you get the excess back on your tax return. And it is for each spouse separately, not combined. Check 1040 schedule 3 line 11 for it. Then schedule 3 goes to 1040 Line 18d. If only one employer took out more than $8,239.80 you have to get the difference back from that employer and get a corrected W2 form.
Yes, I had two W2s from two different employers (not including spouse) and social security taxes paid on two W2s is more than $8239.80 but turbo tax online is not populating the Schedule 3 line 11(it’s blank). Therefore, I am not seeing it as credit on my return. Sounds like a bug in Turbo tax online for Schedule 3 for populating line 11
What are the amounts in boxes 3&4? Try deleting the W2s and re enter them. That usually clears something out. Nobody else has asked this. Usually they are getting an excess when there really is none, due to rounding.
I have deleted the W2 several times but line 11 on Schedule 3 is not getting populated. I have checked the amounts on W2 several times and everything is correct

I tried calling the Turbo tax phone number but it's asking for upgrading by paying extra. I don't want to pay extra when it's a turbo tax issue or turbo tax online bug.
It shouldn't say you need to upgrade. It shows you are in Premier? Only the Free Edition doesn't have phone support. You never posted the amounts in box 3&4 for both W2.
Oh, are they from different employers but use the same payroll company like ADP? There might be a problem with that.
Two W2 are from two different employers and both W2s are mine. Social security taxes on two W2s are $7146.61 and $ 8239.80. I am expecting $7146.61 on line 11 on schedule 3 but it’s blank. Therefore, this credit is not appearing on my return. Phone message says that I cannot talk to anyone unless I upgrade
Ok ... you said you are married ... so are both W-2 forms indicated to only you ? Review the summary screen in the W-2 section ...
If both are listed as yours you should then see this screen(the 2019 version of course) ... did you see it ?
If these two W-2s have different EINs and are assigned to the same person and are not part of a PEO (Professional Employer Organization), then the software would create an entry on Schedule 3 for the excess SS tax withheld.
We see questions about this, and the issue is always that the EINs are the same or the W-2s were assigned to different spouses or the W-2s were from a PEO.
There is no bug that we are aware of.
Unfortunately, since we cannot see your return here in the Community, there is no way for us to know what on your return is causing this result.
You can try deleting and re-adding your W-2s in case there is something odd in them (did you auto-import them, then please delete them and re-add them manually), or call for support where the agent on the phone can actually see your return.
