On the 1040 PDF, my Social security benefits on 5a are $20,320, and taxable amount on 5b is zero. However, I did have $1,871 of voluntary taxes withheld on box 6 of my SSA-1099, and I don't see that amount anywhere on my 1040. Seems like I paid tax I didn't need to and now I'm not getting it back. The $1,871 doesn't appear anywhere in the 1040.

You enter the withholding in box 6 on the same screen, right under box 5. The withholding shows up on 1040 line 16 with any other withholding from W2s and 1099R.
I am using TurboTax for my 2022 taxes and I also dont see where my social security voluntary withholdings are being applied. I saw the response about Line 16 and I wish I could access that but I have not finalized it yet or filed because of this issue. How do I look at Line 16 when I cant find it? Does it have to be finished and filed before I can see the pdf ??

You are posting on a very very old thread. Not on line 16. Now withholding is on line 25b.
Before filing, You can preview the 1040 or print the whole return

You can view your Form 1040 at any time using the online editions. Click on Tax Tools on the left side of the online program screen. Click on Tools. Click on View Tax Summary. Click on Preview my 1040 on the left side of the screen.
It isnt included on any 1040 I have in the past few years I have been voluntarily withholding from SS checks!!

Did you enter it when you entered the SSA-1099? Did you enter Social Security in the right place? Is it on 1040 line 6a and 6b?
Enter a SSA-1099, SSA-1099-SM or RRB-1099 under
Federal Taxes on the left side or top
Wages and Income
Then scroll down to Retirement Plans and Social Security
Then the second line - Social Security (SSA-1099. RRB-1099) - click the Start or Revisit button
I recently filed my 2023 taxes. I completed the SSA1099 section which included federal taxes withheld. The amount appeared on line 25b instead of line 16. ???
That would be correct. Line 16 is your tax. Line 25b is your withholdings.
