I'm doing my mom and stepdad's taxes using Turbo Tax. I have used Turbo Tax for many years, but this is the first time doing their taxes. They have 2 IRA accounts and are in their 80's. They always owe tax on their RMDs since they do not deduct the tax during the year. Turbo tax is not generating the tax due. Other income is Social Security for both of them and two pensions for mom. Their income is over $60,000 combined. I know they owe the tax and I believe I have entered everything correctly. What is the problem?

We can't see your returns in this forum but typically, when 1099R income is not showing properly the entries to check are the box 2a and box 7 on the forms 1099R.
Edit the 1099R entries and verify there is taxable income in boxes 2a and the correct box 7 code (typically 7) has been entered. You mentioned IRA so also verify the correct "checked/unchecked" for the "IRA/Sep/Simple box.
You might also sign out of the account and clear the browser cache. Then sign back in and recheck the 1099R entries. Here is a link that will help, if needed.
You should also take a look at the form 1040 to see what may be happening starting with lines 4, 5 and 6 and down. If the experience persists repost with what specifically you are seeing on the 1040. Below are the steps to Preview the 1040.
1. Select "Tax Tools" in the left hand menu
2. Select "Tools"
3. Select "View Tax Summary"
4. Select "Preview My 1040" in the left hand menu
I have already done all that you suggest. Nothing has worked.
Maybe their federal tax withheld (Box 4 of their 1099-R's) was sufficient to cover their taxes due?
Nope. Box 4 is blank. They do not have the taxes taken out with their RMD withdrawals. I expected Turbo Tax to generate the tax due. Thr tax due remains at zero which is wrong. They definitely have to pay tax on their RMDs! I contacted their financial advisor and they will be withholding 10% going forward but that doesn't help me this year. I'm stumped.
Is there an amount in box 2a for the taxable amount of the distribution on the Form 1099-R? If so, that amount will be on the Form 1040 on Line 4b.
The Social Security benefits reported from the SSA-1099 should be shown on the Form 1040 Line 6 and the taxable amount, if any, will be on Line 6b.
What is shown on the Form 1040 Lines 4a,4b,6a and 6b?
