You have state withholding in box 17? Washington does not a state income tax. Leave boxes 15-17 blank. Or check with your employer. Did the take taxes out for another state?
Your W-2 shows state income taxes withheld in box 17 and your employer is in Washington state?
That is not possible since Washington does not have a personal income tax.
If there is an amount in box 17 then you need to get a corrected W-2 from the employer and find out why there is an amount entered.
If there is no amount entered in box 17 the leave boxes 15, 16 and 17 blank
....unless you actually worked in Idaho or Oregon....then there would be withholding, but you'd be selecting "ID" or "OR" for the state.
Could also be a situation where your employer misplaced the WA Workers Comp Fund taxes.....those $$ belong in box 14, and there is a WA Category for those in box 14.
