You are not the only one with this issue, I just finished speaking to the IRS and they also noted that our SS Taxable income was wrong, it was at 0. When I looked at out 23 and 24 returns they each had an amount. So Turbo Tax figures it out for you since this information is not on the SS 1099. This caused a big difference in our return. Turbo Tax needs to figure out why the system was not calculating the correct amount.
@gonzoj70 We are seeing lots of users who made a user error that caused their SS to be not taxed correctly. Right after the screen where you enter the SSA1099, the next screen has questions about whether you lived in certain foreign countries in 2025. If you skipped past that screen or answered incorrectly on that screen, your SS was not taxed correctly and you ended up with "zero" on line 6b instead of the amount of SS that should have been taxed. It is so important to take your time and read every screen top to bottom.
An update to my post, after speaking to Turbo Tax their reasoning was that I entered my information in manually and that system is not designed to get it right if it's entered manually, this is your excuse Turbo Tax.
I had someone from turbotax reach out to ask me to check if it was related to a checkbox about living outside of the USA. I enter my values knowing what i want to work on instead of being asked questions and answers.
When i did that part of the return by answering the questions, it learned that i had not checked the box which was something about living abroad. It must default to you have lived outside of the USA, which leaves SS not being taxed. That is little bizzare of a default, just because the number of folks that fall into that category has to less than us that do not live abroad and draw SS. But anyhow, that was why mine was showing SS equal zero. Hope that helps if nobody from turbotax has not contacted you.
@gonzoj70 Sounds like you used desktop software. You have forms mode with desktop, but just entering your information directly onto the forms instead of via the interview screens voids the accuracy guarantee. By not going through the screens you missed an important question. Hope you have it sorted out now.

I used turbo tax and filed MFJ 2026 for 2025. My 1040 shows no tax on my SS. I received a bill from IRS. I did not mark yes on living in foreign country.

85% of the social security monies I received is not included in our adjusted gross income (line 6b is $0). We have already filed our joint return. How do we fix this. It appears to by a known significant glitch with Turbo Tax.
@wgotterm If your return has already been e-filed you cannot make any changes at this time. You have to wait for the IRS to process the return. It sounds like you made a user error that we are seeing a lot of. Right after you entered your SSA1099, the very next screen asked you if you lived in certain foreign countries in 2025. If you skipped past that screen or answered incorrectly, your line 6b was left blank and your SS was not taxed correctly. The IRS is catching this sometimes and may correct (lower) your refund for you. Or you might owe, depending on the correction they have to make. Wait until the return is processed.
For those that keep saying "check the foreign box" or something along those lines, fine we will go with that. So when you are done with your taxes and save them you will see your 1040, on that first page of your 1040 up at the top there are boxes for you to enter your Foreign Address, so in this case that someone left the Foreign Box checked, why wasn't Turbo Tax asking for a Foreign Address? Obviously Turbo Tax won't admit that their "checks and balances" could be better. On another note when I called the IRS and found out what the issue was, I spoke to three different Turbo Tax agents and not one of them gave me that possible issue. So before Turbo Tax agents here point those things out maybe train your agents better, this is why I pay you to do my taxes, also to know what could have been the issue when I call. I've received my refund, 3k less, so that's a done issue, but Turbo Tax should stop pretending that it has to be user error.

I have the same issue. When I looked on my IRS account for status of my return they said there was a math calculation error. It appears as though TurboTax Desktop generated my return with ZERO taxable social security but the IRS is saying this is where the issue lies as I looked at all the transaction detail available on my IRS account. When I used the IRS ITA it came out with an amount of my SS that is taxable and not ZERO. Don't understand how there is this rather large error in the processing. Not sure how to get Intuit's attention on this issue and now I'm faced with having to deal with the IRS to rectify the issue and it makes the difference between getting a refund or owing taxes to the IRS.

Everyone, the Foreign Country question started in 2024. Was your 2024 returns ok?
This is a big reason for not entering using the Forms Mode in the Desktop program. If you enter your info directly into the forms you might miss a critical checkbox like this one. After you enter into forms you should go to the step-by-step interview and go though the rest of the questions. Especially if you have Social Security or 1099R income. See screen shot attached.
Go back to the beginning of this thread on page 1 and read all the posts. Several users have said they missed the foreign country question. Like the original poster who said
"Turbo Tax was saying that I owed zero tax on my social security. I ran the figures on the IRS worksheet and it showed I owed tax. I reviewed all the questions in Turbo Tax and the problem was that I had check 'yes' to the foreign residency question. Once I fixed that everything was fine."
After you enter your SS in the interview questions the next screen is a big page to answer if you lived in a Foreign Country. You have to check NO on that screen and for each spouse if married.
In Forms Mode check the top of the worksheet
Your info was spot on... my bad and screwed up on that citizen question.. Now once I get the letter/info from the IRS that is supposed to get sent to me I'll have to do an amended return unless they fix it for me. Thanks for you help.
