I have to report the dividends from my Schwab account, but will not receive the 1099 form until the end of February. For unrelated reasons, I would like to file sooner than that, as soon as possible. Could I file then submit an amendment, or just wait for the 1099?

Maybe you can get the 1099 earlier by logging into your Schwab account. Or look at the year end statement. Did you have sales or just interest & dividends? You should try to wait and file a complete return.
".....file and submit an amendment...." Do you know that it has been taking the IRS more than six months to process amended returns? There are people who are still waiting for amended returns from nearly a year ago.
Wait for your 1099 and file everything on the same tax return.
