Turbo Tax will not let me e-file because it is saying I didn't E-file last year, but I did. Is this Turbo taxes way of forcing me to upgrade?

THere is. It's near the bottom and it's listed as "Telephone and Utilities".    
Yes I even deleted it and reentered it but it won't accept it.

I've been advised by management that the work on the depreciation section of TurboTax is continuing and expected to be completed with an update coming the evening of Thursday, February 19th. Check TurboTax on Friday for the depreciation applications.   @akariouk1  @M-MTax

Check to see if the non-profit is on this list:   https://ttlc.intuit.com/community/credits-and-deductions/help/what-is-a-qualified-charitable-organization/00/26938   If it is shown, then your expenses can be entered as a charity donation. https://ttlc.intuit.com/community/credits-and-deductions/help/what-is-a-qualified-charitable-organization/00/26938   Charity donations are itemized deductions that go on Schedule A.   The charity donation has no effect unless all of your itemized deductions like mortgage interest, etc. exceed your standard deduction.  
It's a wash sale so you should enter it as such. There should be an option to make that selection on the manual input screen.
Does this mean that turbo tax will automatically update the program when I log on? I am using the desk top version?

I am getting this same error.   It is for the Student Information Worksheet:  Line 8 - You may quality for OBBA expanded QTP/529 educational expenses.  The program is not yet updated to support this.... See more...
I am getting this same error.   It is for the Student Information Worksheet:  Line 8 - You may quality for OBBA expanded QTP/529 educational expenses.  The program is not yet updated to support this.  Please check back later for updates.    In my case I just entered the information from my 1099-Q.   The distribution was entirely for qualified expenses.     I tried even deleting the 1099-Q entry and I still get stuck with this error upon the Review stage and cannot proceed.

A 1099-R? You need to enter that into your individual income tax return (1040) if it was not a trust asset (i.e., has your SSN).
